The Office of Tax, Benefits and Local Finance (TBLF) develops the policy and legislative framework for Ontario's taxation and benefits systems; supports ministries to analyse and design income-testing; administers Ontario tax statutes, revenue programs and a number of benefit programs; maintains the integrity of Ontario's tax system; and manages the province's fiscal relationship with municipalities.

What we do
The Compliance Branch, within the Tax Compliance and Benefits Division is responsible for:
- Providing strategic and operational leadership in a wide range of audit, review and general enforcement functions to ensure compliance with tax statutes and benefits administered by the Ministry of Finance
- Tobacco investigations and inspections, raw leaf tobacco issues, investigating leads from various sources, fuel inspections
- Forensic accounting, forensic data recovery and investigations activities for various tax statutes
- Optimizing voluntary compliance using risk assessment methods to strengthen audit and inspection enforcement activities
- Overseeing the administrative support functions in the regional offices
- Coordinating the financial planning, management tracking/reporting processes, in support of the branch's business
The Opportunity
The Tax Compliance and Benefits Division is seeking an individual with a strong background in computer forensics and the ability to provide mobile forensic and computer expertise on an enterprise wide basis to lead and conduct investigations, reviews of sensitive, contentious situations, potential risks or allegations of offences against all provincial and federal statutes investigated by OPS ministries and agencies.

In this role you will:
- provide mentoring, leadership, guidance and supervision to Investigators and other staff in the office and in the field
- conduct investigations of cases, including complex or sensitive cases
- execute search warrants and lead Investigators and other staff
- provide input in the preparation of position papers, contentious issue notes, fact sheets and other analysis
- conducts and leads the development, planning and implementation of projects as assigned
- design, plan, and implement procedures for analysis of accounting and business records
- participate in the prosecution of violators
Please note: This position requires province-wide travel
- you have demonstrated knowledge of investigative techniques, judicial process, rules of evidence and court procedures, as well as, related legislation(e.g. Provincial Offences Act, Ontario and Canada Evidence Act, Charter of Rights, Criminal Code of Canada)
- you have demonstrated knowledge of accounting theory, practices, policies and audit standards, and procedures
- you have superior knowledge of computer systems which include mainframe, PC, networks, software and related equipment
- you have superior knowledge of computer and mobile forensic investigative procedures, processes, methodology, forensic analysis software, and computer crime investigative techniques
- you have analytical, problem solving and planning skills to assess the nature of contraventions and determine appropriate use of investigative methods/techniques
- you can understand and interpret tax legislation and related policies, procedures, practices
- you have interrogation and interviewing skills to obtain information
- you have interpersonal skills to deal with all levels of staff, executives, police, other government agencies, accounting and legal representatives
- you have oral and written communication skills to make recommendations, prepare investigative reports with detailed findings, draft strategies, policies, standards, templates and related technical materials
- you have consultation skills to act as a technical resource and provide expertise/advice
- you have project management and organizational skills to plan, conduct, co-ordinate and lead special projects
- you have leadership skills to mentor and train staff
- you have planning and organizational skills to develop investigative strategies
