About The Role:
Civida is searching for a Policy and Research Analyst; this position performs advanced writing and policy analysis and research functions associated with international, federal, provincial, and municipal housing policy. This role is responsible for the research and analysis of information, consulting with internal and external stakeholders, management and internal staff, the development of options and preparation of recommendations on a wide range of policy projects. Salary: $81,017.41 - $99,453.75 per annum
Key Responsibilities:
- Coordinate the Organization’s response to the Alberta Housing Act and regulations by developing and maintaining operational policies and procedures.
- Develop and maintain subject matter expertise to provide a system’s view in which operational policy and procedures are operating.
- Liaise and build consensus with internal staff and management to develop policies, procedures, standard letters and information sheets.
- Performs advanced writing and policy analysis functions for the organization’s policies by contributing to the planning, organization and development of the organization’s policy and procedures.
- Identify issues and implications, evaluate options, and develop recommendations on matters pertaining to the regulatory framework in which the organization operates, including, but not limited to the Alberta Housing Act and Regulations, the Residential Tenancies Act and Regulations, and the Freedom of Information and Protection of Privacy Act, and their impact on the organization and its customers.
- Research, develop and maintain policies and procedures and ensure their compliance with legislation, housing policies and strategies, case law, and other directives.
- Support the advancement of the organization’s strategic priorities through strategic and operational planning.
- Lead activities that support the creation of the operational plan by synthesizing input from various departments and aligning it with strategic goals.
- Facilitate engagement sessions within the organization to gather input and collaboratively draft operational priorities.
- Contribute to the development of organizational performance metrics to measure success and drive improvement.
- Utilize data analysis techniques to evaluate Key Performance Indicators (KPIs) and provide insights for decision-making.
- Further knowledge and information about the affordable housing sector by performing housing research and analysis
- Develop and maintain advanced level housing policy subject matter knowledge.
- Coordinate input from internal and external stakeholders on issues related to housing initiatives, projects, activities, etc.
- Research assigned issues and obtain relevant information for preparing reports and recommendations to management.
- Develop research reports, position papers, and other types of documents on housing issues, policies, programs, and research.
Qualifications:
- Post-Secondary degree in a related field.
- A minimum of Two (2) to Four (4) years’ experience in a related field.
- Demonstrated experience in policy research, analysis, and development.
- Experience in the development of public-facing communications products to explain and advocate complex policy issues, such as briefing memos, research or policy papers, and public presentations.
- Comprehensive knowledge of the social and affordable housing sector.
- Knowledge of the Alberta Housing Act and regulations, Residential Tenancies Act and regulations.
- Knowledge of Freedom of Information and Protection of Privacy Act and the Alberta Human Rights Act.
- Exceptional interpersonal, writing and communication skills both in a public and academic context, along with the ability to build and maintain positive working relationships amongst a diverse group of colleagues and build consensus.
- Strategic thinking and synthesizing, conceptual and analytical skills.
- High level of systems thinking and ability to understand that work done in one part impacts a variety of other groups/projects outside the work unit.
- Ability to understand and analyze a multitude of social, economic, political, environmental factors affecting housing in Alberta and Canada.
- Ability to understand and articulate issues with broad social and political implications.
- Aptitude for problem solving and decision making, as well as mature judgment; tact and diplomacy.
