The Alberta Public Service (APS) is taking a One Finance approach to the delivery of financial services. Financial services include the delivery of financial planning, reporting, and operations, as well as ongoing engagement with policy and program areas to provide strategic decision-making support. There are three top leadership priorities that support this One Finance approach: proactively supporting our talent across the finance community; providing collaborative and responsive services to our business partners; and actively engaging in continuous improvement of the way we support each other and do business within our teams and across the entire finance community.

Role Responsibilities

The Ministry of Transportation and Economic Corridors is looking for a Financial Analyst.

Reporting to the Manager of Financial Operations, this position is responsible for processing, monitoring, analyzing and reporting revenue, cash, accounts receivable and payroll transactions. The role supports financial accountability through policy development, issue resolution, internal controls and compliance with Generally Accepted Accounting Principles (GAAP), GoA directives, and financial best practices, while working independently as a member of the Financial Operations team.

Responsibilities include:

Identify and record incoming funds for the Ministry, including research and communication with stakeholders.
Resolution of outstanding amounts; in depth research, providing guidance for collections and exercising professional judgment to minimize loss to government.
Perform reconciliations, periodic compliance reviews, post reviews of AP transactions and support audit processes.
Provide recommendations to management and financial reviews of transactions.
Develop and implement new processes and procedures, while liaising with other financial service units and other ministries to communicate and address their business requirements.
Review and verify withholding tax reports, provide guidance to program areas, and serve as the primary contact for TEC T4A inquiries.
Perform compliance reviews of signing authorities on all TEC bank accounts.
Review payroll reports from Public Service Commission (PSC) to ensure accuracy and identify potential issues.

Qualifications

Required:

University graduation in Business or a related field plus three years of related experience.

Equivalency:

Related diploma plus five years of directly related experience.
Accounting designation and 1-year additional related experience.

Assets:

Proven expertise in performing account reconciliations, compliance reviews, and post-audits of financial transactions to ensure accuracy and adherence to policies and controls.
Experience managing accounts receivable processes, including the identification, research, recording and monitoring of incoming funds.
Extensive knowledge of government accounting policies, procedures, the Finance and Administration Act and departmental Signing Authorities Matrix.
Extensive knowledge of Generally Accepted Accounting Principles (GAAP) and Public Sector Accounting Standard (PSAS).
Demonstrated success in developing and implementing financial processes and procedures to enhance efficiency, effectiveness and internal controls.
Basic understanding of commercial and contract law.
Detailed knowledge of expenditure processes and internal controls.
Advanced skills in Microsoft Excel and Microsoft Word.
