The Regulatory Compliance Officer is responsible to ensure The Workers Compensation Board's compliance with external legislative and regulatory requirements related to information protection and disclosure, regulatory accessibility and service standards, and trade agreement compliance.
Proactively identifies legislative and regulatory changes impacting the WCB's collection, creation, storage, disclosure and destruction of information and records, its service delivery, and its procurement processes; defines new compliance requirements and assesses their potential implications.
Leads internal cross-divisional working groups to assess the impacts of legislative and regulatory changes; makes recommendations to management to change business and systems requirements to support compliance; develops implementation plans; leads teams to implement changes necessary to comply.
Conducts risk assessments to identify compliance risks and vulnerabilities within the organization; prepares Privacy Impact Assessments for new corporate initiatives and systems; evaluates business processes, systems, and operations to identify areas of non-compliance or potential exposure to legal or regulatory risks.
Ensures required training and education on relevant laws, regulations, and their compliance requirements is provided; develops training material, conducts workshops or seminars, and provides ongoing support and guidance to ensure that employees understand their compliance obligations and responsibilities.
Monitors compliance activities and performance metrics to ensure ongoing adherence to legislative and regulatory requirements; conducts periodic audits or assessments to verify ongoing compliance; prepares regulatory filings, plans, reports, and disclosures as required by law.
Manages access and disclosure under The Freedom of Information and Protection of Privacy Act (FIPPA) and The Personal Health Information Act (PHIA).
Investigates and addresses compliance issues as they arise; conducts internal investigations, responds to complaints or allegations of non-compliance; recommends to management corrective actions to mitigate compliance risks and prevent future contraventions.
Serves as a primary point of contact between the WCB and regulatory authorities; communicates with regulators, respond to inquiries or requests for information, and represents the organization in regulatory inspections, audits, or enforcement actions.
Pursues professional development through continuing education and training, literature reviews, and workshops, seminars, etc. to ensure continued expertise.
Performs other related duties as assigned.
University degree in Law or a related discipline
Minimum of five (5) years' progressive experience in regulatory compliance
Knowledge of the principles of administrative law and statutory interpretation
Proficiency in the use of personal computers and software (Word, Excel and PowerPoint) in a Windows environment
Well-developed research, analytical, decision-making and problem solving abilities to resolve complex problems
Strong documentation and case/project management skills
Ability to communicate effectively, both verbally and in writing, including expertise in drafting administrative decisions and recommendations
Excellent stakeholder interviewing skills
Ability to deal tactfully, diplomatically and objectively with internal and external stakeholders in confrontational situations
Strong interpersonal skills with the ability to encourage collaboration with diverse groups
Superior persuasion skills with the ability to convince diverse parties to cooperate/participate in an investigation
Ability to organize and prioritize workload while managing multiple demands
Ability to work independently and as part of a team
Ability to travel in Manitoba
Ability to obtain and maintain a level of security clearance required for this job
Ability to communicate proficiently in both official languages (English & French) is an asset, but is not required
The base salary range for this position is $78,660 - $101,276 per year (interim).
