Compensation range: $86,000 up to $110,000 annually
Position Summary
Reporting to the Director of Procurement of Arrow Off-Road, the Purchasing Manager, Buy Complete is responsible for optimizing purchasing operations through KPI-driven performance management and strategic procurement initiatives. They will build, lead, and develop highly effective local and international team members and have responsibility for both long-term and day-to-day operations of the purchasing function, while supporting production and operational requirements. They will take a lead role in interfacing with our strategic suppliers and building positive relationships with both internal and external customers. They will provide effective and engaging leadership to set priorities with team members and will proactively take initiative to execute new ideas and strategies that complement the organization’s vision to maximize safety, quality, on-time delivery, inventory reduction and continuous improvement. Due to the nature of the business, occasional after-hours communication may be required. The Buy Complete Purchasing Manager will lead the strategic growth and operational management of Arrow Off-Road’s global Buy Complete supply chain function. This role will support the development and expansion of international supplier relationships, particularly within India and Asia, while building scalable procurement processes and supporting long-term sourcing strategies. The role will oversee both local and international team members and will play a key role in supplier development, inventory management, cost reduction initiatives, risk mitigation, and cross-functional operational support. The role will also support the expansion of Arrow’s supplier network within India and other strategic global sourcing regions while ensuring alignment with operational, quality, delivery, and inventory objectives.
Primary Responsibilities:
Build, mentor, and develop a high-performing purchasing team while establishing accountability, continuous improvement, and functional growth within the department.
Develop, implement, and communicate purchasing and supply chain policies, procedures, and best practices across the department.
Support the development of Arrow’s international procurement structure, including coordination of supplier qualification, onboarding, relationship management, and offshore purchasing support resources within India and other strategic global sourcing regions.
Drive cost reduction and benchmarking initiatives, including supplier re-sourcing, commercial negotiations, and continuous improvement activities.
Assess geopolitical, logistical, and supply chain risks associated with global sourcing activities.
Continuous interaction and collaboration with Scheduling, Customer Service, Production, Quality, and Engineering teams to support production requirements and material movement follow-up activities within a high mix, low volume manufacturing environment.
Primary point of contact for international and strategic suppliers.
Utilize ERP/MRP systems (Visual Manufacturing and IQM) to support purchasing planning, supplier management, production requirements, inventory targets, and operational decision-making.
Establish and manage strategic relationships with key suppliers and internal functions; oversee supplier performance related to quality, delivery, responsiveness, inventory exposure, and capacity constraints, while driving corrective actions and continuous improvement initiatives where required.
Oversee purchasing execution activities including supplier delivery performance, ERP data accuracy, escalation management, and production risk mitigation.
Responsible for Trimester Vendor pricing preparation and negotiations of final price lists with overseas vendors.
Support operational continuity within the purchasing team during periods of absence, workload balancing, or escalation support
Educational Requirements:
Bachelor’s Degree or Diploma in Supply Chain Management
National Institute Supply Chain Leader designation as a Supply Chain Management Professional (NISCL-CSCL) and/or APICS certification through the ASCM is an asset.
Required Skills & Expertise:
Experience communicating with overseas suppliers within Asia considered an asset; Mandarin language skills beneficial but not required.
Experience sourcing machined, fabricated, cast, or industrial manufacturing components strongly preferred.
Experience working with overseas suppliers, particularly within Asia, is required.
Experience negotiating international pricing, commercial terms, freight terms, and supplier agreements.
Experience managing long lead time materials, forecast-driven purchasing, and inventory risk within a manufacturing environment.
The candidate must be self-motivated with the ability to work without direct supervision and work effectively in a team environment.
Ability to manage and coordinate multiple projects in a fast-paced environment.
Minimum of 3 years leadership experience managing purchasing, supply chain, or procurement teams within a manufacturing environment – experience with overseas buying and inventory control an asset.
Ability to build strong internal and external relationships.
Extremely organized and resourceful individual capable of multi-tasking and remaining calm in stressful circumstances; ability to function in a dynamic environment with changing priorities.
