The Director, Operations Services in the Halifax Regional Centre for Education provides overall leadership within the Operations Department including the areas of school transportation, maintenance, custodial, and capital planning & delivery. This includes managing partnerships, overseeing legal contracts and lease agreements, and ensuring compliance within local, provincial and federal regulatory frameworks. The Director plans and manages the operations budget and oversees the planning, direction and evaluation of the operation of all facilities within HRCE. Working collaboratively with the senior management team, the Director, Operations Services demonstrates a strong commitment to supporting school improvement and reports directly to the Regional Executive Director of Education.

Qualifications

A university degree in a field related to operations and facility management, or an equivalent combination of technical training/experience;
- Minimum five (5) years recent experience in a senior leadership role preferably in the public sector;
- Experience overseeing multi-disciplinary operations in a large organization;
- Experience in a unionized environment considered an asset.
Salary
This is a PEG (Professional Employees Group) position classified on the Education Entities Non-Union Compensation Framework at Band 17 with an annual range between $151,715 - $189,644. The Non Union Compensation Framework is available
Specific Job Components
The Director, Operations Services shall perform tasks as assigned by the Regional Executive Director of Education of the Halifax Regional Centre for Education. These tasks may vary, from time to time, with the evolution of the organization and may include but not be limited by the following:
- Provide leadership to the Operations Services Department to ensure a school-focused model of service delivery, effective use of resources and support to school improvement;
- Ensure effective implementation, communication and evaluation of all policies, procedures and guidelines;
- Ensure compliance with relevant policies, codes, acts and regulations governing the administration of Operations Services in the province of Nova Scotia;
- Develop priorities and business case documents for capital construction and renovation projects;
- Lead HRCE processes supporting capital construction, renovations and disposition of schools;
- Lead capital planning processes pursuant to the Education Act and the School Boundary Review Policy;
- Lead custodial & maintenance teams to enhance facility management;
- Oversee all aspects of pupil transportation including contract administration;
- Implement measures for improved management of utilities;
- Utilize strong budget management skills to manage financial resources and participate in the preparation of the annual operating budget;
- Build and maintain partnerships with consultants, contractors and third party suppliers;
- Participate in recruitment and staffing process in cooperation with human resources practices;
- Participate in labour relations matters with respect to the collective agreement and the collective bargaining process;
- Participate in the performance evaluation process and plan for professional development opportunities for all staff;
- Participate as a member of Senior Staff and as a member of the provincial Regional Centres Operations Directors working group, and other inter-agency working groups and committees on behalf of HRCE;
- Support the Occupational Health and Safety (OHS) management program within the Centre in compliance with the OHS Act;
- Work collaboratively with government and external agencies to negotiate agreements for shared access to schools;
- Other executive responsibilities as required.
