The Nova Scotia Energy and Regulatory Boards Tribunal (Tribunal) supports the Nova Scotia Energy Board and the Nova Scotia Regulatory and Appeals Board. These quasi-judicial boards regulate sectors such as electricity, natural gas, gasoline and diesel pricing, water utilities, public transportation, and auto insurance. Their decisions are transparent, impactful, and legally authoritative, shaping industries and protecting the public.
This role offers a unique opportunity to support the Nova Scotia Regulatory and Appeals Board and contribute to high-impact regulatory decisions in the automobile insurance sector. Position Summary
Reporting to the Managing Director, Advisory Services, the Senior Advisor, Auto Insurance Rate Regulation, undertakes a wide range of analysis relating to the automobile insurance industry in Nova Scotia, and the applications made by insurance companies to modify their rates and risk-classification systems. As the Senior Advisor, Auto Insurance Rate Regulation, you will review critical rate applications and risk-classification systems, support hearings, and provide expert technical advice to the Boards.
Key Responsibilities
Rate Application Reviews:
- Develop and maintain rate filing requirements for various rate and risk-classification system applications, balancing regulatory efficiency with the comprehensive information needed for Board decisions
- Critically review technical and financial data filed by insurance companies and the Facility Association (FA) in support of proposed changes to their rates and risk classification systems
- Prepare information requests for applicants to ensure all relevant evidence is before the Board, and draft reports highlighting observations, key issues, alternative assumptions and recommendations
- Review draft decisions and filings to ensure confidentiality is maintained
Hearings:
- Assist Board members in preparing for hearings, including technical briefings
- Attend hearings as a technical advisor to Board counsel and Board members
- Contribute to drafting industry guidelines, decisions and orders as required
Consultant Management:
- Determine when external consulting actuaries are required to review complex rate applications
- Coordinate consultant reviews on loss trends and automobile insurance industry profitability
- Review consultant reports before distribution to insurers or Board members
Research & Collaboration:
- Liaise with the Superintendent of Insurance and other regulators across Canada
- Conduct research and studies to support the Board’s mandate
- Assist Tribunal advisors in other disciplines on matters such as capital expenditure approvals or accounting inquiries
Decision-Making & Impact:
- Provide expert guidance on key decisions or issues impacting Nova Scotia’s automobile insurance industry
- Apply advanced analytical skills to solve challenging problems in line with legislation and professional standards
Education and Experience
- Bachelor’s degree in Actuarial Science, Mathematics, Commerce, Finance, or a related discipline.
- Professional actuarial designation (FCIA or FCAS) preferred; candidates with an associate-level designation and strong actuarial skills will also be considered.
- Minimum 7 years of relevant experience in insurance, regulatory, or related technical roles.
- Experience in Property & Casualty (P&C) insurance is preferred, but candidates from life, pension, healthcare, or other actuarial disciplines with transferable skills are strongly encouraged to apply.

- Strong actuarial skill set foundation, ideally with experience in pricing work, rate analysis, and understanding rate filing concepts.
- Ability to review insurance rate applications, risk-classification systems, or comparable technical work.
- Solid understanding of regulatory environments, hearing processes, and compliance requirements.
- Knowledge of industry trends, emerging risks, and opportunities across actuarial domains.
