Title: Housing Manager

Department: Housing and Properties

Reports to: Director of Housing and Properties

Classification: Full time, Term, 13 months with possibility of extension

Start Date: As soon as possible

Program Overview

The YWCA Halifax is dedicated to providing women and gender diverse individuals with housing security and providing integrated support to break the cycle of homelessness. The YWCA currently operated five supportive housing programs, Women in Supported Housing (WISH) and Supportive Housing for Young Mothers (SHYM), Waverley, Carlton, and Mount Hope Village. The goal of all YWCA’s housing programs is to provide safe, secure and supported housing to women and gender diverse people who have experienced barriers to stable housing.

Role of the Housing Manager

The Housing Manager is responsible for the overall management and administration of the YWCA housing programs including the planning, organizing, staffing, leading, development, evaluation and reporting, and risk management of program activities. Usual work environment is office, regular hours, standard work week, sometimes be required to work off-site or provide on-call service. Occasional evening or weekend work may be required to meet deadlines or deliver services.

Essential Duties of Position:

Program Management:

All aspects of the overall management of our housing program: Supportive Housing for Young Mothers (SHYM and SHYM second stage) and Women in Supportive Housing (WISH and WISH second stage), Mount Hope Village, Waverly Supported Housing, Carlton Supported Housing and any new housing programs to be developed.
Develop and maintain effective partnership with external programs, persons, agencies and institutions.
Develop, implement, revise, and report on work plans with the objective of achieving goals and desired outcomes, and provide regular scheduled reports to the Director.
Ensure programs operate within the policies and procedures of the YWCA and confidentiality/privacy policies.
Maintain a high quality of service and evaluate program to identify strengths and areas for improvement.
Ensure all program activities comply with relevant legislation, insurance, and funder/service agreements.
Identify and take action to control risks within the programs.
Ensure program quality and innovation by researching program area best practices.
Support the submission of funding proposals in coordination with the Director.

Financial Management:

Monitor programs and project designated revenues and expenses to ensure programs operate within budget and within approved YWCA financial policies and procedures.
Seek out and submit grants (in coordination with Director)
Provide regular and specific financial reports as required by Directors i.e. cash flow projections, incomes statement review, budget projections, etc.
Effectively manage financial records including tenants/participants accounts receivables.

Supervisory:

Recruit, select and orient staff and volunteers.
Ensure compliance with YWCA HR Operating Policies and Procedures.
Provide supervision, support, and coaching of staff.
Maintaining confidential and complete personnel files.
Provide staff with appropriate opportunities for professional and personal development.

Other:

Seve as member of YWCA Management team and other internal committees.
Communicate with stakeholders and solicit input on program improvements.
Form and nurture community partnerships.
Serve in community/sector task forces and committees as appropriate.
Participate in YWCA community-based advocacy activities.
Support other activities within the YWCA movement.
Identify and pursue opportunities for personal and professional development.
Maintain files, information systems, and databases related to areas of responsibility.
Provide emergency and on-call services as needed.
Other duties as delegated by the Director.

Qualifications and Experience:

Registered Social Worker, or undergraduate degree in Psychology, Health Promotion, or equivalent combination of education and experience in addition to a minimum of three years program management and staff supervision experience.
Understanding of program management, planning, and evaluation.
Experience in case management, and delivery of housing and/or shelter programs required.
Proven skills in providing clinical supervision, such as supervision supportive counseling, parent education, intervention, and advocacy.
Strong skills in administration; time management; financial management; organizational development; and advocacy.
Demonstrated ability to work independently and in a team environment.
Proven interpersonal, supervisory and organizational skills, and a high level of digital literacy.
Ability to maintain collaborative partnership internal and external to the organization, and knowledge of community development strategies.
Ability and experience in training, supervising, motivating and monitoring staff, participants, and volunteers.
Reliable vehicle and valid NS Drivers license
