Soccer Nova Scotia (SNS) is the provincial governing body for soccer in Nova Scotia, responsible for the development, governance, and growth of the game across the province. A critical part of this mandate is the delivery of a high-quality, sustainable referee program that supports safe, fair, and positive soccer experiences at all levels of play.
GENERAL PURPOSE:
The Referee Operations & Development Coordinator is the primary operational, systems, and administrative lead supporting Soccer Nova Scotia's referee development program.
Working closely with the Referee Development Manager, this position ensures the referee program operates efficiently, accurately, and in full compliance with Soccer Nova Scotia and Canada Soccer requirements. The Coordinator oversees referee registration, certification, education logistics, compliance tracking, communications, reporting, event operations, and committee administration while serving as the authoritative source of referee operational data and systems information for the province.
This role plays a key part in supporting referee recruitment, retention, development, and overall program sustainability across Nova Scotia.

RESPONSIBILITIES:Referee Registration & Compliance:
- Manage the annual referee registration and certification process for all referees (entry-level and returning).
- Maintain records of referee registration, certification, upgrading, and eligibility status.
- Ensure referees have completed required screening, Safe Sport training, and mandatory compliance requirements.
- Determine referee eligibility for assignment based on registration, certification, and compliance status.
- Serve as the primary administrator for referee-related platforms including:
- • RAMP Registration
- RAMP Assigning (permissions and access)
- RAMP Game Sheets
- SmarterU
- SNS Website Resources
- Coordinate province-wide communications related to registration and compliance.
Education & Development Program Coordination :
- Coordinate logistics for all referee education and development activities including:
- • Entry-Level Referee Courses, Refresher Clinics, Continuing Referee Education Sessions, Upgrading Programs, Fitness Testing and Mentor and Assessor Development Activities.
- Book facilities, manage registrations, attendance tracking and prepare course materials and participant communications.
- Coordinate scheduling and logistics with instructors, assessors, mentors, and the Referee Development Manager.
- Support delivery of annual referee seminars and provincial development events.
Assignment Systems Support:
- Support the development and provincial rollout of a standardized referee assigning framework in collaboration with the RDO and Referee Development Committee.
- Maintain referee eligibility records, platform permissions and user access for assignors across the province.
- Provide operational support to assignors and referee leadership groups, including reporting and documentation.
- Maintain assigning-related operational procedures and documentation.
Recruitment, Retention & Event Support:
- Support referee recruitment campaigns, onboarding, and recognition initiatives.
- Assist with female referee, youth referee, and rural referee development initiatives.
- Coordinate referee logistics for provincial championships, tournaments, and special events including travel, accreditation, and materials.
Communications & Member Support:
- Serve as the primary point of contact for referee inquiries throughout Nova Scotia.
- Provide technical support for referee-facing systems and platforms.
- Maintain referee-related content on the SNS website.
- Support newsletters, announcements, and referee engagement initiatives.
Data Management, Reporting & Documentation:
- Compile and produce referee reports for:
- SNS Leadership
- Sport Nova Scotia
- Canada Soccer
- Funding and partner organizations
- Maintain accurate records of referee participation, education, assessment, and development activities.
- Support updates to referee handbooks, policies, educational resources, and operational procedures.
- Track and report on key referee program metrics.
- Support evidence-based decision-making through accurate reporting and data analysis.
Committee & Governance Administration:
- Support the Referee Development Committee through scheduling, agenda preparation, distribution of meeting materials, minute taking and action item tracking
- Maintain committee records and documentation and support administration of referee conduct files as directed by the RDM.
Additional Responsibilities:
- Coordinate accommodation, catering, and meeting logistics as required.
- Support Soccer Nova Scotia events and operational initiatives as assigned.
- Perform other duties consistent with the scope and intent of the position.
QUALIFICATIONS:
Education: in Business Administration, or a related field from a recognized educational institution or an equivalent combination of education and experience.
Experience required: 2–4 years in administration, operations coordination, program delivery, or event management. Experience managing databases, online platforms, and administrative systems. Proficiency with Microsoft Office and Google Workspace. Strong organizational and project coordination skills.
Preferred experience: Experience working within a sport organization, provincial sport organization, or non-profit. Experience coordinating education programs, training sessions, or events. Knowledge of soccer, officiating, or sport development systems.
