Job Description:
Position Purpose summary:
This position brings life to the mission of The Salvation Army Okanagan Central through casework services through the Empowerment Program and the Pathway of Hope initiative. Both programs are an integrated mission case management framework. The work of this position supports the organizational desire to move from transactional distribution services toward relational and transformational ministry.
This position provides casework services through a collaborative approach in which the ministry unit partners as stakeholders in serving the community. The position attends ministry unit locations to meet with participants, (Rutland and Westbank Community Services) and also engages with participants in public settings or in homes, as appropriate. The Pathway of Hope Caseworker, along with other local team members will journey with participants to reach their goals and build hope for the future. This position supports ministry unit integration and encourages the delivery of spiritual care services by each Community Services team. This position also works with ministry unit to produce and promote opportunities for church members and volunteers to get involved with supporting families.
Accountabilities:
General
- Meet with participants via in person and/or video conferencing, will have a main site where they work but may be asked on occasion to travel to other locations (Kelowna/Westbank); may engage with participants in public settings or in homes, as appropriate.
- Along with other local team members, such as a spiritual care representative, team leader and other supporting PoH volunteers will journey with participants to reach their goals and build hope for the future.
- Support ministry unit integration and encourage the delivery of spiritual care services by each ministry unit team.
- Work with ministry units to produce and promote opportunities for church members and volunteers to get involved with supporting families.
Ministry Unit Coordination
- Serve as a caseworker for the Empowerment, Pathway of Hope and other programs for the Community Services locations in Kelowna or Westbank;
- Work with each Community Services office team including Officers, employees, congregation members, volunteers, and community partners, to work with participants from a holistic perspective.
- Connect with each location (via phone, video conference, or in-person) to coordinate community linkages, referral and enrollment processes, and any reporting requirements.
- Collaborates with the Pathway of Hope oversight team at Headquarters: including case consultation and technical assistance, training and development, evaluation, and reporting.
- Ensure program policies and procedures are followed to maintain integrity, accountability, and program outcome measurements.
- Attend and participate in training and meetings as required by the Ministry Units, Divisional and Territorial Headquarters.
- Connect regularly with the Casework Team Lead for support as required and to provide up-to-date and accurate progress reports.
Case Management Services
- Perform all aspects of the case management process, initial and ongoing for participants files using the Pathway of Hope approach (selection, intake, assessment, goal planning, action, transition, and follow-up.)
- Perform traditional casework in accordance with program directives for non-POH participants.
- Ensure confidentiality is maintained in accordance with The Salvation Army policy and applicable legislation.
- Assist participants in making connections and accessing community resources offer/arrange accompaniment services as appropriate.
Administration
- Effectively maintain records to accurately reflect services rendered using all appropriate forms, including detailed accurate case notes for every interaction.
- Ensure accurate and timely collection and maintenance of data, submit monthly summary of service statistics to the PoH Coordinator, and assist in semi-annual evaluation/outcome measurements.
- Network with other service providers and maintain relationships with community agencies to provide comprehensive services for participants
- Attend agency and community meetings as needed
Perform other duties as assigned.
Critical Relationship Management:
- Internal relationships:
- Supervisor, Corps Officers, volunteers, staff, church members, DHQ Divisional PoH Coordinator and Regional PoH Coordinator.
- External relationships:
- Participants and their families, government agencies and local community support services
MANAGERIAL/Technical Leadership RESPONSIBILITY :
- This position reports directly to the Casework Team Lead.
- Represent The Salvation Army at agency and community meetings as directed.
- Attend regional Pathway of Hope meetings monthly (in-person or via telephone/video conference).
- This role works independently (within a team) and does not manage internal staff.
- The role acts as a coordinator of work cross-departmentally to ensure comprehensive services are available to participants .
- This role does not have any financial or budgetary accountabilities, and all approved eligible personal travel expenses are reimbursed
WORKING CONDITIONS:
- Some flexibility in scheduling is required, some weekend and evening work may be required.
- Time commonly spent in office environments in agreeable conditions, in service and administration areas of social service centers, or in church settings.
- This position provides direct service to the community and will support people from a diverse range of backgrounds and histories.
- The ability to lift/move up to 20 lbs.
- Occasional local travel between the two (2) office locations and for participant in person visits.

education and experience Qualifications:
Education, Qualifications and Certifications:
- Completion of a two (2) year Community College Diploma in a human services field, i.e., Social Services Worker.
- A University Degree in a relevant field of study would be a definite asset, i.e., Bachelor of Social Work, or a Bachelor of Arts in Social Services).
- Alternative combinations of education and experience may be considered.
Experience and Skilled Knowledge Requirements
- Minimum of two (2) years of prior related experience in providing casework services, documenting, and maintaining case files, working in collaboration with other service providers, community outreach, and working with people of diverse backgrounds in a social services/mental health setting.
- Knowledge of community-based resources is required, and experience networking with government and social service agencies is considered an asset
- Experience with program facilitation, administrative duties, and program development.
- Experience with community development considered an asset

- Ability to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry), and provide an original copy of a Background Check with vulnerable sector screening as required.
- Ability and willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
Compensation:
The target hiring range for this position is $48,048.00 to $60,070.40 with a maximum of $72,072.00.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
