The Opportunity

The Rural Municipality of Alonsa is seeking a strategic, community minded and service oriented leader to serve as its next Chief Administrative Officer (CAO). Reporting directly to Council, the CAO is the municipality’s senior administrative leader and a trusted advisor who turns Council’s priorities into practical action, strong services and measurable results.

This is a hands-on leadership opportunity for someone who enjoys both the strategic and operational sides of municipal government. You will lead the municipal team, steward public resources, strengthen relationships and help guide decisions that influence infrastructure, economic development, land use, tourism, service delivery and community resilience.

What You Will Lead

Provide leadership for day to day municipal administration, operations and staff, creating a positive, accountable and service focused workplace.
Serve as Council’s principal administrative advisor on governance, policy, finance, legislation, risk, municipal operations and long-term planning.
Translate Council direction into clear priorities, effective plans and consistent execution.
Lead budgeting, financial reporting, procurement, asset management and responsible stewardship of municipal resources.
Support infrastructure renewal, land use planning, economic development, tourism opportunities and community resilience.
Ensure municipal operations comply with applicable legislation, bylaws, policies and sound administrative practices.
Build trusted relationships with residents, community groups, neighbouring municipalities, First Nations, regional partners and other orders of government.
Communicate openly and respectfully, helping Council and the community navigate opportunities, complex issues and change.

The Leader We Are Looking For

You are a credible, approachable and politically astute leader who understands that excellent municipal administration is built on trust, sound judgment and follow through. You can move comfortably from a Council meeting or policy discussion to an operational challenge, community conversation or long range planning session.

You bring:

Strategic thinking paired with practical execution and a willingness to be hands on.
Strong financial, administrative and organizational capability, with careful attention to accountability and transparency.
A collaborative leadership style that develops people, sets clear expectations and builds a healthy workplace culture.
Excellent written and verbal communication skills, including the ability to explain complex matters clearly and respectfully.
Diplomacy, resilience and sound judgment when balancing competing priorities or working through sensitive issues.
A genuine commitment to rural communities, responsive public service and relationship building.

Qualifications:

A Certificate in Manitoba Municipal Administration (CMMA), or willingness to obtain the designation within three years;
A degree, diploma or certificate in a related discipline such as public administration, business administration, finance or accounting.
A minimum of five years of experience as a CAO or in senior municipal management.
An equivalent combination of education, training and experience will be considered.
A valid Class 5 Driver’s Licence and a satisfactory Criminal Record Check and eligibility to be bonded.
