Full job description

Position Summary

The Program Specialist supports the planning, coordination, and oversight of housing and community-based programs at the Yellowknife Women’s Society. Working under the direction of the Executive Director, this role ensures program deliverables, contribution agreement requirements, reporting, and service goals are met.

The Program Specialist provides leadership and coordination to approximately 4 program staff, as well as manages contractors. This position supports culturally safe and trauma-informed programming, and works closely and collaboratively with program managers, community partners, residents, and participants to strengthen program outcomes.

Key Responsibilities

Program Coordination and Oversight

Coordinate and monitor and support implementation of programs to ensure deliverables, timelines, and funding requirements are met.
Support program planning, implementation, evaluation, and continuous improvement.
Work closely and collaboratively with program managers, staff, contractors, and partners to ensure effective service delivery.
Identify program needs, gaps, risks, and opportunities for improvement, through direct staff and resident engagement and assessment.
Ensure programming is trauma-informed, culturally safe, inclusive, and participant-centered.

Contribution Agreements and Reporting

Understand the programming deliverables for each unique YKWS housing program, and develop programs and activities for each site based off the required deliverables outlined in the contrition agreement
Track programs, activities, outcomes and lessons learned
Support the collection of statistics, documentation, and program information for funder reports.
Prepare reports, updates, and summaries for leadership and funders as required.
Ensure program activities align with approved work plans, budgets, and contribution agreements.

Team Leadership

Supervise and support direct reports, including the Job Coach, Cultural Programmer, Elder, indigenous counsellor and other assigned roles.
Provide guidance, scheduling support, regular check-ins, and day-to-day direction.
Support onboarding, training, performance feedback, and professional development in collaboration with leadership.
Promote a respectful, collaborative, and supportive team environment.
Work closely with program managers to ensure programing aligns with supports and services at that site.

Contractor and Partner Coordination

Coordinate contractors, facilitators, consultants, Elders, knowledge keepers, and partner organizations.
Monitor contractor deliverables, schedules, invoices, and documentation.
Maintain clear communication with partners and ensure expectations are understood.

Resident and Cultural Programming

Coordinate training and programming for residents and participants, including life skills, employment readiness, wellness, housing stability, and personal development.
Support culturally relevant programming in collaboration with the Cultural Programmer, Elder, Indigenous partners, and community members.
Ensure cultural programming respects Indigenous protocols, participant choice, and community guidance.

Documentation and Administration

Maintain accurate, confidential, and organized program records.
Track attendance, participation, program outcomes, and contractor activities.
Support the development of tools and systems to improve documentation, reporting, and evaluation.
Follow organizational policies, confidentiality standards, and safety procedures.

Perform other related duties as required to support program and organizational needs.

Qualifications

Experience in community-based programming, program coordination, project management or program development.
Experiencing in managing budgets and completing narrative and financial reports
Supervisory experience, including experience leading or supporting a team.
Experience in housing, homelessness, women’s services, Indigenous organizations, social services, or non-profit settings is an asset.
Knowledge of contribution agreements, reporting, project management, trauma-informed practice, cultural safety, or harm reduction is an asset.
Recent Vulnerable Sector Check is required.
Valid Class 5 driver’s licence is required.
Equivalent combinations of education, training, and experience may be considered.

Working Conditions

Work may include office duties, program sites, meetings, community engagement, and occasional off-site activities.
Flexibility will be required for programming, events, training, or urgent operational needs.
