Lead and support regulatory compliance projects related to operations, environmental, occupational health & safety initiatives. The candidate would support and maintain the Ministry's mandated Drinking Water Quality Management System (DWQMS) and Halton's own Integrated Management System across Public Works Department services, such as water and wastewater treatment, water distribution, wastewater collection, waste management, engineering and construction, road operations and maintenance.
- Provide technical, administrative, and analytical expertise for Public Works management systems.
- Lead and contribute to regulatory compliance, continuous improvement, quality, environmental, and occupational health and safety initiatives across Public Works services.
- Collect, validate, track, and report information from multiple stakeholders to satisfy regulatory and corporate reporting requirements, including the preparation and submission of reports through online regulatory portals.
- Oversee regulatory reporting programs and databases, including Ministry EASR, PTTW, SARO, Excess Soil Registry, and hazardous waste reporting systems.
- Monitor and interpret legislative and regulatory developments, consultation opportunities, and industry best practices, and communicate impacts to Public Works operations.
- Develop, review, and enhance operational procedures, work instructions, forms, and business processes to align with legislative, regulatory, regional, and management system requirements.
- Plan and conduct internal audits for environmental, and occupational health and safety programs, while assisting with external audits, inspections, and investigations.
- Ensure environmental program, operational, and capital project requirements are met by tracking regulatory obligations, corrective actions, and reporting activities.
- Manage management system software platforms, including Intelex and SuccessFactors, covering document control, records management, reporting, training administration, curriculum development, and user assistance.
- Maintain compliance records, shared correspondence, and departmental mailboxes, ensuring timely follow-up, and issue resolution.
- Assist in designing and delivering training programs and e-learning modules using Articulate 360 focused on regulatory compliance, environmental management, and occupational health and safety.
- Degree or diploma in Engineering, Environmental Science, Environmental Technology or other related programs.
- Three to five (3 to 5) years of regulatory compliance and auditing experience.
- Proficiency in Microsoft Office applications.
- Strong analytical, organizational and problem-solving skills.
- Ability to multi-task, prioritize and adapt quickly to change.
- Must have excellent written and verbal communication skills plus presentation skills.
- Ability to work both independently and as a member of a team.
- Knowledge of related federal and provincial legislation related to the Public Works services such as Environmental Protection Act, Ontario Safe Drinking Water Act, Ontario Water Resources Act, Fisheries Act and the Occupational Health & Safety Act.
