We serve a wide range of clients including adults, seniors, recent immigrants and individuals and families who are experiencing poverty, homelessness and housing insecurity, trauma, violence, abuse, malnutrition, and mental illness. POSITION SUMMARY
The Assistant Manager, Housing Casework and Social Support provides leadership and oversight to housing caseworkers supporting tenants & residents of the housing program. This position supervises a team of Case workers and ensures high-quality, consistent housing casework practices across supportive and permanent housing.
The Assistant Manager plays a key role in supervision, quality assurance (QA), program development, and change management, while providing clinical oversight and guidance on complex cases. The role operates within a unionized environment and works closely with the Manager, Housing to support housing stability, compliance, and continuous improvement.
RESPONSIBILITES:
Staff Supervision
- Supervise, coach, and support a team of unionized Case workers;
- Provide reflective supervision, performance feedback, and professional development;
- Support onboarding and training for housing-focused casework practices;
- Apply knowledge and interpretation of collective agreement in a unionized work environment;
- Address performance, attendance, and conduct concerns in collaboration with the Manager, Housing and Human Resources.
Housing Casework & RGI Oversight
- Oversee casework services across transitional, supportive, and permanent housing;
- Foster collaboration between the housing assistant manager and other members of management to ensure strong practice related to Rent‑Geared‑to‑Income (RGI) housing administration and compliance;
- Support tenancy sustainment, eviction prevention, and housing stability;
- Guide staff on housing eligibility, documentation, and system navigation;
- Support integration of Ontario Works (OW) and ODSP income supports into housing plans.
Quality Assurance (QA)
- Lead quality assurance (QA) activities for housing case management;
- Monitor case documentation, housing plans, and outcomes for accuracy and compliance;
- Identify and report trends, risks, and service gaps impacting housing stability;
- Implement corrective actions and service improvements aligned with policies and funder requirements.
Clinical Oversight & Complex Case Support
- Facilitate and participate in clinical case conferences and consultations;
- Provide leadership in complex case troubleshooting and high-acuity situations;
- Support staff with crisis response, eviction risk, and system barriers;
- Ensure housing casework aligns with trauma‑informed, harm‑reduction, and culturally responsive practice.
Program Design & Change Management
- Support program development and continuous improvement initiatives;
- Design, refine, and document housing casework processes and workflows;
- Lead and support change management, including new tools, policies, and service models;
- Partner with the Manager, Housing on planning, evaluation, and service enhancements.
QUALIFICATIONS:
- Completion of Bachelor of Social Work degree or equivalent combination of education and experience;
- Completion of the following certificates considered an asset: First Aid, CPR, Overdose response and Naloxone administration, Non-violent crisis intervention, Anti racism and anti-oppressive practice, Food handlers’ certificate, SMIS certificate, Fire Warden training, Toronto Respite Standards;
- Joint health and Safety certification considered an asset;
- Lived experience is considered an asset;
EXPERIENCE:
- Minimum 2 years’ experience managing in a similar setting e.g. shelter, respite; supportive housing environment;
- Minimum 2 years’ experience managing teams of Caseworkers in a social service and unionized setting;
- Minimum 1 year experience supporting or overseeing housing-focused casework;
- Minimum 1 year demonstrated experience and knowledge of RGI housing, OW, and ODSP;
- Experience facilitating clinical case conferences and consultations;
- Experience managing complex, high-risk cases;
- Experience facilitating and building partnerships with external agencies;
- Working knowledge of the City of Toronto 24-Hour Respite Site Standards and Toronto Shelter Standards (TSS) an asset;
- Experience in women-centred and/or Indigenous-led services is a strong asset.
