POSITION DESCRIPTION
POSITION TITLE: MCM PowerCase Specialist
IMMEDIATE SUPERVISOR: Sergeant, Special Victims Unit/Sergeant, Major Crimes Unit
POSITION SUMMARY:
To provide administrative and data entry support to the Special Victims and Major Crimes Units by ensuring all investigative case data is transcribed, formatted, correctly entered into the PowerCase system, properly maintained, researched, indexed and cross-referenced.
MAJOR RESPONSIBILITIES:
Administrative Support:
Assist the File Coordinator and Primary Investigator in major cases by compiling and organizing information in accordance with Major Case Management Regulations. Attend Major Case meetings/briefings for the purpose of taking minutes and attend quarterly PowerCase User Group meetings to stay current with any changes as well as offer input for improvements. Maintain and update an accurate MCM-ViCLAS-PowerCase tracking log of all cases entered into PowerCase. Liaise with investigators in the Special Victims, Major Crime and General Investigations and Special Projects Units on any questions regarding PowerCase.
Transcribe key interviews, 911 calls etc. as required by the Special Victims and Major Crime Units or for special projects. Receive and triage tips from the general public during high profile cases and communicate key information to the command triangle and/or investigative team. Compile incoming investigative tips and ensure this information is entered using prescribed approach for tip management.
Contact the RCMP, OPP, Ministries, other police services and agencies and cell phone providers to obtain or provide information. Submit, track and distribute telephone provider requests to police officers in relation to ongoing investigations.
Ensure PowerCase Administration is kept up-to-date and accurate by assisting officers with password updates and conducting audits to ensure best practices. Adhere to Ministry mandates. Perform queries and searches on the PowerCase Major Case Management System for both internal and external police services.
Complete record checks, CPIC queries and send CPIC messages as required. Conduct PowerCase queries for new recruits, civilian hires and family members.
File Management and Data Entry:
Complete PowerCase data entry as required for major cases and special projects by following Ministry standards for inputting and organizing the data into the correct/relevant file. Index, research and cross-reference all major case and discretionary files in PowerCase pursuant to the Ontario Major Case Management manual guidelines.
Review, scan and input all required documents for disclosure including, but not limited to canvass documents, prosecution summaries, police statements, civilian statements, duty book notes, judicial authorizations, production order records (i.e. phone records), CFS reports, autopsy reports and other various documents in accordance with the filing system for Ontario Major Case Management Guidelines. Assist investigators in compiling required information for court preparation on major cases.
Enter threshold and non-threshold cases into PowerCase, including homicides, attempted homicides, sexual assaults, human trafficking, non-familial abductions, criminal harassment by an unknown, missing persons (greater than 30 days) and other offences deemed major cases as assigned through MCM Review. Track missing persons for data entry requirements.
Create and update Niche tasks for data entry and/or serial predator notifications as required. Ensure person(s) information on Niche is accurate and up to date, amend information as required and link the incidents to reflect involvement.
Verify accuracy of information by researching names and identity information of witnesses, victims, suspects, and accused. Search and/or retrieve entered data when requested by Investigators or Major Case Managers. Format, manipulate investigative data and enter into PowerCase using specific criteria to facilitate Auto Research and Power Indexing functions.
Assist the File Coordinator in maintaining a comprehensive filing system for original documents, DVD’s, video and audio recording, according to the Major Case Management system, in both hardcopy and electronic form. Convert video and audio interviews to the appropriate file formats.
Training:
Engage in ongoing training both internally within GPS and externally. Occasionally train new officers assigned to Investigative Services on NICHE and/or PowerCase data entry, as required.
Commissioner of Oath:
Act as Commissioner of Oath when required. Swear to court documents according to standards.
Other:
Responsible for any other duties as assigned.

QUALIFICATIONS:
- Secondary school graduation diploma or equivalent
- A minimum of 1-2 years experience in a related position demonstrating the required skills
- Willingness to complete the Ontario Major Case Management Software Course (PowerCase). Willingness to learn new software and attend specialized training
- Excellent keyboarding skills
- Advanced computer skills and proficient use of related systems including Microsoft Office Applications
- Knowledge of CPIC, PIP, CNI, PARIS, and Niche or other RMS system
- Ability to participate as an effective team member and to support and project values compatible with the organization
- General knowledge of the Criminal Code of Canada and the Youth Criminal Justice Act
- General knowledge of disclosure and proper vetting procedures
- Must have excellent interpersonal and customer service skills
- Must have exceptional oral and written communication skills
- Ability to manipulate and organize large volumes of information in varying formats
- Experience reviewing records for accuracy and completeness
- Must have strong problem-solving skills, organization and prioritization tasks and work towards multiple and strict deadlines
- Must have excellent time management skills
- Ability to work in a fast-paced environment involving confidential information
- Complying with Safeguarding Program and its mandatory testing timeframes
- Comply with the Oath of Secrecy and keep all information confidential

- Reading details of violent crimes, homicide investigations, graphic photos which may be disturbing in nature
- Occasional requirement for attendance at command post for a major case investigation
- Hours of work may vary and may require some extended shifts to meet multiple deadlines
- Willingness to work callout and overtime as required
- Willingness to carry a Service-issued phone
