Location: This is a hybrid position, however the incumbent may be required to travel to our offices and projects in Northumberland County, ON and Ottawa, ON.

mistral Site Services (MSS) is rapidly growing to service the numerous projects under development from within the mistral Group with projects ranging from site servicing, deep excavation, excavation, and backfill to landscaping all done within MSS.
Job Summary
Reporting to the President of Civil Construction, the Project Manager/Estimator is responsible for the full life cycle delivery of civil construction projects under mistral Site Services. From conceptual estimating and bid preparation through execution, close-out, and post-project review, the Project Manager/Estimator will play a strategic leadership role while remaining hands-on in estimating, planning, and project controls.
This unique role allows the incumbent to contribute to projects from the planning stage through execution, collaborating directly with our in-house planners, designers, and builders. Because we are frequently our own client, the incumbent will gain hands-on experience and professional development opportunities rarely available in a traditional civil construction environment.
Duties and Responsibilities
1. Estimating and Pre-Construction
1.1 Analyze drawings, specifications, geotechnical reports, and contract documents to develop accurate and competitive estimates.
1.2 Establish estimating strategies, pricing methodologies, and risk allowances appropriate to project scope and delivery method.
1.3 Prepare detailed quantity take-offs, cost breakdowns, and bid summaries; independently estimate complex civil projects.
1.4 Develop preliminary construction schedules and execution plans during the estimating phase.
1.5 Maintain and continuously improve historical cost databases and productivity benchmarks.
2. Project Management and Execution
2.1 Assume responsibility for awarded projects, managing scope, schedule, cost, quality, and risk throughout the project life cycle.
2.2 Develop, monitor, and report project budgets, cash flow forecasts, schedules, and cost-to-complete.
2.3 Administer contracts, change orders, progress claims, and close-out documentation.
2.4 Ensure compliance with applicable provincial regulations including the Occupational Health and Safety Act (OHSA), environmental requirements, and municipal standards.
2.5 Coordinate project handover from estimating to construction teams to ensure continuity and clarity.
3. Leadership and Collaboration
3.1 Act as an active member of the mistral Site Services leadership team, contributing to operational planning and company strategy.
3.2 Collaborate with in-house planners, designers, Site Superintendents, and subcontractors to optimize project outcomes.
3.3 Provide mentorship and technical guidance to junior team members involved in estimating or project delivery.
3.4 Support continuous improvement initiatives related to systems, processes, and innovation.
3.5 Promote a culture of accountability, safety, and professionalism.
4. Stakeholder and Client Management
4.1 Serve as a primary point of contact for internal and external stakeholders.
4.2 Build and maintain strong working relationships with owners, consultants, inspectors, vendors, and subcontractors.
4.3 Lead coordination meetings and provide clear, timely communication on project status and risks.
4.4 Support negotiations with suppliers and subcontractors to maximize value.
4.5 Represent mistral Group and mistral Site Services professionally in all business dealings.
5. Risk Management, Quality, and Compliance
5.1 Identify potential project risks and develop mitigation strategies at the estimating and execution stages.
5.2 Ensure adherence to quality standards, technical specifications, and contract requirements.
5.3 Support health, safety, and environmental initiatives consistent industry best practices.
5.4 Review lessons learned and post-project performance to inform future estimates and execution planning.
6. Other
6.1. Works in a safe manner and ensures division operations are carried out in a safe manner in accordance with the Occupational Health and Safety Act, associated regulations, mistral Group of Companies’ policies, procedures and other associated legislation.
6.2. Other related duties as assigned.
The successful candidate will possess the following:
Education
- Degree or diploma in Civil Engineering, Construction Engineering Technology or a related field.
License, Registration and Training
- Valid and unrestricted Class “G” driver’s license with access to reliable transportation and the ability to travel to various work locations.
- Professional designations (P. Eng, C.E.T., PMP) are considered an asset but not required.
Experience
- Minimum five (5) years of progressive experience in civil construction and/or project management.
- Familiarity with comprehensive estimating systems and software considered essential.
Knowledge, Skills and Abilities
- Working knowledge of construction regulations including Occupational Health and Safety Act, and environmental and municipal standards.
- Strong knowledge of civil construction practices, including site servicing, earthworks, and infrastructure projects.
- Advanced estimating and cost control skills, including quantity take-offs, productivity analysis, and financial forecasting.
- Demonstrated project management ability across multiple phases and stakeholders.
- Ability to manage multiple priorities in a fast-paced environment with minimal supervision.
- High level of analytical thinking, problem-solving, and decision-making capability.
- Proficiency with construction estimating and project management software.
- Excellent communication, negotiation, and interpersonal skills.
- Ability to build and maintain strong, collaborative relationships with internal teams and external stakeholders.
- Strong leadership mindset with a continuous improvement and innovation focus.
