JOB SUMMARY
The HR & Operations Manager is a key member of the leadership team responsible for overseeing human resources operations, organizational systems, workplace culture, and administrative operations across the Centre. This role provides strategic and operational support to the Executive Director while ensuring organizational effectiveness, compliance, and efficient internal processes.
The HR & Operations Manager leads the coordination of HR programs and operational functions including recruitment, onboarding, employee relations, policy development, health and safety, vendor management, facilities coordination, and organizational administration. The role also supports governance activities and cross-departmental operations while fostering a positive, inclusive, and high-performing workplace culture.
This position works collaboratively with the Finance Manager, Bookkeeper, and Administrative Assistant, focusing on operational leadership and HR management rather than direct financial processing or routine administrative support.
KEY RESPONSIBILITES
- Lead and coordinate all human resources functions including recruitment, onboarding, employee relations, performance management, attendance management, training and development, workplace accommodations, and offboarding.
- Develop, implement, and maintain HR policies, procedures, and practices in compliance with employment legislation and organizational standards.
- Advise and support leadership and staff on HR-related matters including employee relations, conflict resolution, performance concerns, and workplace wellness.
- Coordinate employee engagement, recognition, wellness, and professional development initiatives.
- Maintain confidential employee records and oversee HR documentation and systems.
- Liaise with third-party benefits, payroll, insurance, and pension providers.
- Support equity, diversity, inclusion, accessibility, and culturally safe workplace initiatives.
- Coordinate and monitor workplace health and safety compliance, policies, and training.
- Provide guidance and coordination to administrative support staff, students, contractors, and external service providers as applicable.
Operations Management
- Oversee and improve organizational operations, administrative systems, and internal processes to support effective service delivery.
- Participate in organizational leadership planning, strategic initiatives, and continuous quality improvement activities.
- Support the Executive Director in implementing organizational priorities, policies, and operational goals.
- Coordinate facilities management, office operations, vendor relationships, equipment maintenance, and operational logistics.
- Develop and implement operational policies, procedures, and workflow improvements.
- Monitor operational needs and recommend solutions to improve organizational efficiency and effectiveness.
- Support organizational planning, risk management, and business continuity initiatives.
- Provide operational oversight and coordination for organizational projects, events, and special initiatives.
General Administration
- Liaise with facility management vendors, including cleaning, catering and security services.
- Actively participate in staff and interdisciplinary team meetings, in-service training, committees and special events.
- Plan in-house or off-site activities, like parties, celebrations and conferences
- Other duties as assigned.
JOB REQUIREMENTS
- All employees of PCHC are required to submit a Criminal Record Check with Vulnerable Screening upon hire and every 5 years thereafter.
- Comply with the Occupational Health and Safety Act (OHSA), its regulations and all CHC occupational health and safety policies and procedures.
- Standard First Aid and CPR (or willingness to obtain upon hire)
- Due to the requirements of this position, a valid Ontario driver’s license, use of own vehicle and proof of valid insurance is required.
- Availability to participate in meetings, community engagement events, and other health promotion activities after regular work hours on occasion.
QUALIFICATIONS
Education and Work Experience
- Degree or diploma in Human Resources, Business Administration, Operations Management, or related field.
- CHRP designation or working toward designation is considered an asset.
- Minimum 3–5 years of progressive experience in HR, operations, or organizational management roles.
- Experience in nonprofit, healthcare, community services, or Indigenous organizations is considered an asset.
- Strong knowledge of Ontario employment legislation, workplace health and safety requirements, and HR best practices.
- Demonstrated commitment to equity, anti-racism, reconciliation, and culturally safe practices.
- Experience working with Indigenous communities and diverse populations is considered a strong asset.

WORKING CONDITIONS

- Physical Demands: Primarily sedentary work with extended periods of sitting, computer use, and occasional walking. Occasional lifting of items up to 5 pounds.
- Work Environment: Predominantly office-based with some travel and outdoor exposure during events. Potential exposure to health and safety hazards, including infectious diseases, occasional verbal or physical aggression, harsh weather, working alone, and slips or falls. Employees must be trained to identify and manage risks. Minimal exposure to hazardous materials (e.g., cleaning supplies).
- Mental Effort: Requires quick decision-making in challenging situations that may be stressful or emotionally demanding. The clinic environment is fast paced, often noisy, and prone to interruptions. Strong organizational and stress management skills are essential.
