Salary positing is on the established grid and is pro-rated to Canopy’s fiscal year $46,155.49 to $58,418.56 annually.
The Financial Trustee (Trustee) works as part of the Adult Protective Services (APS) team to ensure the organization’s vision, mission, core values and strategic directions are achieved within service delivery. The Trustee program is a voluntary and flexible financial management program. The program provides basic financial services including customized supports to develop and implement financial plans and budgets tailored to the unique needs and circumstances of service users. The Trustee assists in budgeting, paying bills, maintaining housing, advocating with creditors, decreasing debt and developing savings, while ensuring that the service users’ needs are met. The Trustee provides guidance on government benefits, grants and other financial resources available. The trustee provides financial budgeting and planning to our service users within Canopy’s catchment area including Peterborough, Haliburton, Kawartha Pine Ridge and Northumberland area.The Trustee ensures financial management activities meet multiple legislative requirements including; Agency Trustee procedures manual, Ministry of Children and Community Social Services (MCCSS) guidelines, Quality Assurance Measures (QAM), and Serious Occurrence (SO) reporting requirements are adhered to throughout delivery of services. The Trustee must ensure compliance with relevant legal and regulatory requirement related to the financial management and trustee accounts. The Trustee works in collaboration with other Canopy support persons of the client and will collaborate and coordinate services to advocate as necessary to ensure services users goals for optimum independence are achieved within their community to enhance the overall quality of life and independence for individual’s accessing services.
Primary Responsibilities:
- Act as Financial Trustee for individuals accessing services to support with financial needs.
- Establish clear and open communication channels with service users to address service users’ financial goals, concerns and provide regular updates.
- Manage the income support for the benefit of the recipient and other members of the benefit unit. The guiding principle in disbursing the income support is that the monies paid out on behalf of the recipient should be necessary for the benefit unit’s support/care and should be provided in a timely manner.
- Act within the ODSP regulations and the Trust Act.
- Ensure required forms are completed for service users including; Application for Assistance, Consent to Disclose and Verify Information Form, Rights and Responsibilities form.
- Maintain ongoing client documentation including income support for auditing purposes.
- Responsible for completion of various ODSP reporting requirements regarding income or assets or any other changes in circumstances that may impact eligibility for service users.
- Ensure services are compliant within applicable legislation including; Quality Assurance Measures (QAM) and Ministry of Children, Community and Social Services (MCCSS) standards for applicable program, reports and risk mitigation.
- Follow up with agency staff on applicable updates as needed.
- Provide support with agency annual audit as required including Auditor access to various documentation including, Trustee forms, client ledgers, banks statements, cancelled cheques and deposit books, rent receipts or lease agreements and bills/invoices supporting expenditures.
- Notify Program Manager, APS and/or as indirect report to Director of Finance and Infrastructure of any financial concerns or problems related to client funds as needed.
- Work consistent day(s) each month in the Agency’s Peterborough and Lindsay offices.
- Be available for appointments with clients on those day(s).
- Prepare monthly financial statements including; bank reconciliations, agency invoicing as well as individualized client summary of deposits and expenditures.
- Maintain adequate accounting records and supporting documentation to substantiate all transactions.
- Put in place adequate arrangements during vacation or illness periods to ensure minimal disruption of Financial Trustee services to Agency clients.
Qualifications:
- Diploma in Business Administration or equivalent work experience.
- 3+ years’ experience in accounting and/or business administration and direct case management is an asset.
- Advanced knowledge of ODSP Act and strong attention to detail.
- Proven excellent organizational and time management skills.
- Direct experience working with adults with intellectual disabilities, dual-diagnosis disabilities, mental health, or other diagnoses.
- Strong attention to detail, collaborative communicator, well organized with an excellent ability to prioritize, multi-task and take initiative.
- First Aid CPR Level C.
- Safe Management training.
- Valid G-Class driver’s license for the Province of Ontario, access to reliable transportation and have valid proof of automobile insurance with driving for business purposes and a minimum liability of two million dollars.
- Annual completion of a Criminal Background Check/Declaration, including Vulnerable Sector Screening (VSS).
- Completion of OHSA Worker Awareness training, Respect in the Workplace training, AODA training and QAM awareness.
- Flexibility: Adapts and works effectively within a variety of situations and with various individuals and groups.
