About IAMC-TMX
The Indigenous Advisory and Monitoring Committee for the Trans Mountain Expansion Project and existing pipeline operations, known as IAMC-TMX, brings together Indigenous and federal representatives to support Indigenous participation in oversight, monitoring, and advice related to one of Canada’s most significant infrastructure projects. The Committee includes Indigenous members selected by Indigenous communities along the project route and senior federal government representatives.
Through its Indigenous Caucus and Committee structures, IAMC-TMX works to help ensure that Indigenous voices, knowledge, priorities, and concerns are meaningfully reflected in discussions about lands, waters, communities, safety, environmental protection, and project oversight. The work is guided by the priorities and interests of 129 impacted Indigenous communities.
This work takes place in a complex public environment involving Indigenous Nations and communities, federal and provincial governments, regulators, public agencies, technical experts, and other partners. The Executive Director role supports the credibility, coordination, and follow-through needed for the Indigenous Caucus to participate effectively in this important work.
The work benefits from an approach that can respectfully bring together Indigenous knowledge, community priorities, and governance perspectives with technical, regulatory, and public-sector processes.
About the Role
Engagement Status: Full-time independent contractor, 12-month renewable term, up to March 31, 2030
Location: Remote home office, with travel to Committee and community meetings in British Columbia and Alberta
Expected Travel: Approximately 10–20%
Reports to: The Committee as a whole, with day-to-day operational direction from the Co-Chairs within authority delegated by the Committee
The Executive Director is a senior contractor role supporting the Indigenous Caucus in one of Canada’s most visible and complex public-interest files: Indigenous oversight and monitoring related to the Trans Mountain Expansion Project and existing pipeline operations. The role provides high-level coordination, implementation, and advisory support to the Committee, its Co-Chairs, Sub-Committees, and the Funding Delivery Partner.
This role supports a governance environment that interacts with Indigenous leaders, senior federal and provincial officials, regulators, public agencies, community representatives, and technical partners. The successful contractor must be able to operate with credibility, discretion, and sound judgment in settings that may include Ministers, Deputy Ministers, senior executives, and other high-level decision-makers.
The role is not a decision-making role for the Committee. Governance authority remains with the Committee. The Executive Director supports the work by turning Committee-approved priorities into disciplined implementation, credible advice, clear briefing materials, coordinated relationships, practical reporting, and timely escalation when direction or decisions are required.
This opportunity is best suited to a seasoned leader who has worked in complex governance, public sector, Indigenous, major project, regulatory, or multi-party environments and can quickly earn trust across groups with different authorities, accountabilities, interests, and histories.
Key Responsibilities
- Support implementation of Committee-approved priorities connected to Indigenous oversight and monitoring of a major national infrastructure project.
- Prepare high-quality briefing notes, implementation updates, options, recommendations, and decision materials for the Co-Chairs and Committee.
- Support preparation for meetings and engagements involving senior Indigenous, federal, provincial, regulatory, and public agency representatives.
- Coordinate workplan implementation across Sub-Committees while respecting Sub-Committee leadership for workstream content.
- Monitor timelines, deliverables, risks, dependencies, budget alignment, and decisions required.
- Verify that expenditures and contractor deliverables align with approved workplans, budgets, funding requirements, and documentation before matters are submitted for processing or approval.
- Work closely with the Funding Delivery Partner while maintaining clear separation between implementation verification and fiduciary administration.
- Support procurement and contracting processes by preparing scopes of work, coordinating needs, and validating deliverables, while recognizing that contract administration remains with the Funding Delivery Partner unless otherwise delegated.
- Support the Co-Chairs and Secretariat with meeting preparation, agenda input, implementation updates, and follow-up reporting.
- Use Secretariat-maintained records of decision and action items to support implementation and reporting.
- Support clear, credible, and carefully aligned communication across the Committee, Sub-Committees, federal and provincial partners, regulators, communities, and other stakeholders through approved communication processes.
- Support respectful workplace expectations, early conflict resolution, restorative practice where appropriate, and procedurally fair escalation through approved pathways.
- Support consensus-building and shared understanding across groups with different mandates, perspectives, accountabilities, and interests.
- Support or coordinate major Committee reporting products, which may include annual, line-wide, or other Committee-approved reports.
- Support orientation and training for incoming Indigenous Caucus members, including roles and responsibilities, conflict-of-interest expectations, respectful workplace expectations, and dispute resolution pathways.
- Identify role clarity issues, policy gaps, process risks, conflicts of interest, and opportunities for improvement, and bring forward practical recommendations.
What You Bring
- At least 10 years of senior leadership, executive advisory, governance, public sector, Indigenous relations, major project, or multi-stakeholder experience.
- Experience working with senior leaders, elected officials, Ministers, Deputy Ministers, regulators, public agencies, or executive-level partners.
- Experience working with Indigenous governance structures, Indigenous communities, or Indigenous-led initiatives.
- Strong understanding of Indigenous histories, cultures, governance, and protocols, with a grounded and respectful approach to relationship-building.
- Ability to work respectfully across Indigenous knowledge systems, community priorities, technical information, and government or regulatory processes.
- Experience navigating complex, high-profile environments with multiple decision-makers, public accountability, sensitive relationships, and competing priorities.
- Demonstrated ability to represent complex issues with discretion, credibility, and political acuity, while respecting formal decision-making authority.
- Strong ability to translate direction into practical workplans, deliverables, reporting, and follow-through.
- Experience with budgets, workplans, financial verification, procurement coordination, contractor deliverables, or funding administration processes.
- Ability to identify risks, gaps, duplication, role confusion, and decisions required, and to bring forward clear recommendations.
- Strong written and verbal communication skills, including briefing notes, reports, options summaries, and meeting materials.
- Strong facilitation, consensus-building, and relationship-management skills.
- Ability to prepare concise, accurate, and decision-ready materials for senior governance, public sector, or executive audiences.
- Experience supporting respectful workplace practices, early resolution, restorative or relational approaches, and fair escalation processes is an asset.
- Ability to work independently as a contractor while staying aligned with Committee-approved direction, timelines, deliverables, and reporting requirements.
- Preference may be given to Indigenous candidates.
Working Approach
The successful contractor will bring executive presence without ego. They will be practical, organized, calm under pressure, and able to build confidence across Indigenous, government, regulatory, community, and technical environments. The role requires confidentiality, sound judgment, conflict-of-interest awareness, careful communication, and a culturally safe and respectful approach.
The role requires awareness of power, history, and the different ways people may experience safety, trust, and participation in complex governance spaces. The successful contractor will understand that credibility is built through consistency, humility, follow-through, and accountability in relationships.
The contractor will have autonomy in how services are delivered, while meeting agreed deliverables, timelines, reporting expectations, and applicable Committee policies and governance documents. Direction will relate to priorities, outcomes, and deliverables, not employee supervision.

Additional Information
- The engagement is expected to be full-time and remote, with approximately 10–20% travel.
