The Senior Policy Analyst position is responsible to provide high quality advice and assistance to the Cabinet Secretariat in the development and analysis of policy and strategy. Under the direction of the Manager of Policy and Legislation, this position will provide leadership in assessing Executive Council documents submitted by all provincial government departments and agencies against established criteria and high standards.
Duties will include but are not limited to:
- Provide high quality analysis of policy proposed through Executive Council appointment submissions to maximize the efficiency of the procedures around Cabinet submissions and to further enhance the quality of information required to make informed policy decisions;
- Review and research Executive Council appointment submissions for the purposes of ensuring Cabinet and Cabinet committees have all relevant information required to make informed policy decisions;
- Collaborate with other departments and partners to ensure that overarching corporate policy and strategic objectives align with current standards and best practices;
- Apply various research methodologies in the review of policy and processes including, but not limited to: focus groups, interviews, literature reviews and jurisdictional scans;
- Advise and support Executive Council Office senior leadership on priority files, ensuring alignment across departments in pursuit of the mandate set out by government;
- Represent Executive Council in various policy forums and interdepartmental committees employing a central agency perspective in collaborating with participants to help reach consensus;
- Other related duties as required.
Minimum Qualifications:
- Master’s degree in an area related to public policy with related experience, OR bachelor’s degree in an area related to public policy with extensive relevant experience.
- Demonstrated equivalencies may be considered.
- Individuals must possess highly developed skills and knowledge concerning policy development, analysis and research, project management.
- Must be team project orientated with excellent interpersonal and written and oral communication skills.
- Individuals should be able to: facilitate meetings and workshops, undertake research and analysis using a variety of resources and tools, work comfortably in a complex and changing environment, undertake review of complex issues, organize, plan and think strategically, describe experience working with official documents such as Executive Council memorandum, and work as an integral and contributing member of a versatile team.
- Must be able to apply policy lenses – including the Anti-Racism Impact Assessment, Gender and Diversity Analysis and Climate Change Lenses.
- Applicants must have a good previous work and attendance record. The successful applicant must provide a satisfactory Criminal Records Check prior to beginning employment.
Other Qualifications:
- Bilingualism considered an asset.
- Experience in policy research and analysis, strategic policy development and planning is an asset.
- Training in specific analytical methods (e.g., GBA+, Sustainability Research, etc.) is an asset.
- University coursework completed in public policy or research methods is an asset.
