Cégep Heritage College is currently seeking the services of a full-time regular Administrative Officer (MANAGEMENT-Class 3) to work in the Human Resources Department.

Under the direction of the Coordinator of Human Resources, the Administrative Officer is responsible for supporting the Human Resources Department. The Administrative Officer also performs certain management functions (planning, organizing, directing, controlling, and evaluating) which apply to programs, activities, and resources in Human Resources.

FUNCTIONS

At the college level, the Administrative Officer:

Collaborates on the development of the strategic plan;
Represents the employer on one or more of the College’s existing committees, which may include labor relations, grievance, professional development, and occupational health and safety committees, etc.

At the department level and area of responsibility, the Administrative Officer:

Participates in committees to review college, bylaws, policies, and procedures related to Human Resources;
Ensures that college, bylaws, and procedures related to Human Resources and all legal requirements are respected;
Assists in the determination of human and material resources needed and submit recommendations to their immediate supervisor;
Participates in the selection of staff under their responsibility and assists them in performing their duties;
Informs and directs the staff under their responsibility, particularly regarding orientation, onboarding, the content and distribution of tasks, the training required to perform duties, professional development, and the application of human resources policies and working conditions; conducts performance evaluations and handles any other actions that might be required;
Ensures a positive work environment for the staff under their supervision, takes preventive action when necessary, and intervenes to resolve disputes or conflicts as needed;
Collaborates in the preparation of budget forecasts and monitors expenditures;
Contributes to the process of developing and revising systems, methods, and procedures, and monitors their operation or implementation;
Ensures the continuous improvement and quality of the processes and services under their responsibility, particularly by developing management tools;
Contributes to data digitization;
Supervises the data entry process, verifies the accuracy of computer processing, and compiles statistical reports;
Collects, prepares and validates data for the preparation of various documents, including reports and employment contracts;
Performs administrative tasks arising from the provisions of collective agreements or related to financial or accounting management, Human Resources record management, or information technology systems management;
Assists with the coordination and validation of information pertaining to all dossiers managed by Human Resources Department (i.e.: Employment Equity dossier, etc.);
Assists with the coordination of information related to onboarding and offboarding process (i.e.: office allocation, etc.) in consultation with the Director or the Associate Academic Dean of the service or department concerned;
Ensures human resources information is up to date in all promotional resources (website, documents, Omnivox and communication tools);
Assists in the management of the day-to-day operations of human resources;
Assists in the organization and promotion of professional development activities for personnel;
Participates in the organization and the promotion of college activities and events;
Manages administrative and official documents as well as archives;
Perform any other related duties as required.

MINIMUM QUALIFICATIONS REQUIRED

Education

A minimum of a College degree in an appropriate field of study.
Bachelor’s degree with a specialization appropriate to the position would be considered an asset.
Bilingual in both English and French (written, spoken and comprehension).

Experience

Three (3) years minimum of relevant experience in a management position.
Excellent knowledge and skills in the use of technology in a Windows environment with software such as MS Word, PowerPoint, Excel.

Excellent communication, organizational interpersonal skills.
Excellent analytical and problem-solving skills.
Must be diligent, dynamic, creative and detail oriented.
Demonstrate ability to work both independently with minimum supervision and as a member of a team.
Must be able to work effectively with respect to deadlines and produce accurate results.
Must be flexible and able to adapt quickly to different situations.
Strong work ethic and exercise discretion.
Experience related to the position will be considered an asset.
Knowledge of the Cégep system in the context of education in Québec will be considered an asset.

SALARY RANGE

Salary and other benefits commensurate with the Regulation respecting certain conditions of employment of senior staff of general and vocational colleges for a Class 3 position with a salary scale ranging from a minimum of $69,824 to a maximum of $93,098 per year.
