SUMMARY OF FUNCTION:
Reporting to Corporate Services, the Human Resources Manager is responsible for delivering comprehensive human resources services that support organizational goals, workforce sustainability, and a positive workplace culture. This position leads recruitment and talent acquisition, workforce planning, employee relations, learning and development, performance management, compensation and benefits, while ensuring compliance with legislation and best practices to minimize organizational risk.
KEY DUTIES AND RESPONSIBILITIES:
- Supervise and provide leadership to the Human Resources Team (of 2 staff)
- Oversee recruitment, selection, and onboarding processes to attract and retain a skilled and engaged workforce
- Provide expert HR advice and support to managers and employees on employee relations, conflict resolution, corrective action, investigations, and workplace respect matters
- Support workforce planning, succession planning, leadership development, and organizational learning initiatives across the Town
- Administer and recommend improvements to performance management, compensation, and benefits programs, including market analysis and trend monitoring
- Develop, maintain, and implement HR policies, procedures, and programs in alignment with legislation, corporate priorities, and best practices
TRAINING, SKILLS, AND ABILITIES REQUIREMENTS:
- Completion of a university degree or post graduate certification in Human Resources or a related field
- Chartered Professional in Human Resources (CPHR) designation
- Minimum 10 years of progressively responsible human resources experience with strong generalist expertise
- Extensive knowledge of Alberta Employment Standards, Human Rights legislation, Occupational Health and Safety legislation, and privacy requirements
- Experience with compensation analysis, benefit administration, and supporting organizational culture and change initiatives
- Valid Class 5 driver’s license with two moving violations or less
- RCMP Based Vulnerable Sector Check as deemed acceptable by the Town
- High degree of confidentiality, sound judgment, and professionalism
- Strong interpersonal, facilitation, presentation, analytical, and written and verbal communication skills
- Ability to build trusted relationships, manage sensitive issues, and work effectively in a fast-paced environment with competing priorities
