The Garry Hurvitz Centre for Community Mental Health at SickKids (GH-CCMH) is a child and youth mental health centre integrated with the Hospital for Sick Children (SickKids). GH-CCMH is also a member of the Thriving Minds Mental Health Access Collaborative with CAMH and SickKids and a core service provider in the Toronto sector of infant, child and youth mental health services funded by the Ministry of Health. GH-CCMH provides prevention, early intervention and health promotion services across the city, funded by MOH and other sources. As such, the Centre has an ambitious agenda to provide the highest quality, evidence-based care, offering a range of services from prevention and early intervention to counseling and therapy, assessment and intensive supports. Services are offered in person and in virtual format. We are currently seeking applicants for a full-time permanent Clinical Director of Client and Participant Services. Reporting to the Executive Director, and responsible for a portfolio of client and participant services programs spanning Prevention/Early Intervention, Mental Health Access, Individual and Family Services, Intensive Services for both Children and Youth, as well as a number of hospital to community transition pathways, the Clinical Director of Client and Participant Services (Director, CPS) oversees service delivery and ensures that service quality, models of care, and service capacity meets the needs of GH-CCMH’s current and future clients and participants. Working with a team of Senior Clinical Managers and Clinical Practice Leads, the Director, CPS will ensure safe, effective and equitable service delivery while advancing quality, evidence-informed practice, and continuous quality improvement across services.
As a member of a high functioning, collaborative leadership group, the Director CPS advances GH-CCMH’s mission to achieve unprecedented outcomes in child and youth mental health through collaboration, innovation and partnership. In service of this mission, the Director CPS will work with SickKids Hospital colleagues in the development of robust hospital to community transition services. Equally, the Director CPS collaborates with colleagues across the Child and Youth Mental Health sector and through the organization’s various partnerships to support an equitable, coherent and effective system of care. The Director CPS is the senior lead for CCMH’s anti-racism, anti-oppression, health equity action plan and partners with Quality and Human Resource leads in delivery of our Equity, Diversity and Health Equity action plan.
In addition to operational leadership of client and participant services, the Director CPS provides strategic leadership for service innovation, system partnerships, and the stewardship of philanthropic investments that support organizational priorities and program growth. The Director CPS oversees foundation-funded initiatives within the portfolio, ensuring effective planning, implementation, evaluation, reporting, and alignment with organizational priorities and donor expectations.
The Director, CPS fosters approaches that reflect a biopsychosocial understanding of child and youth mental health service delivery and will nurture collaboration between client and participant services to best meet client, participant and family need. The Director, CPS utilizes their knowledge of communities and neighbourhoods in the city of Toronto and of culturally and identity aware service delivery to ensure services are relevant, and accessible for all users.
The Director, CPS collaborates actively with the Medical Director and the Advance Practice Lead for Psychology and Interprofessional Care to support a strong interprofessional approach across all clinical services.
KEY RESPONSIBILITIES
Clinical Operations and Service Quality
- Ensure that client and participant services meet the requirements of service contracts and are delivered in a safe, equitable, evidence informed, people-centred manner.
- Oversee client and participant service operations across all programs to minimize wait times and optimize service access.
- Develop, monitor and maintain fidelity to models of care across all clinical programs.
- Monitor standards of quality across clinical and community-based participant services.
- Monitor achievement of contractual service delivery targets across all programs and address variances as appropriate.
- Support clinical research and evaluation, ensuring implementation of outcome measures and measurement-based care approaches across programs.
- Support strong interprofessional assessment and treatment across programs in conjunction with physician and psychology leads.
- Foster collaboration across services to support integrated, coordinated care and improved client and family outcomes.
Strategic Partnerships and System Leadership
- Lead the implementation of strategic initiatives and organizational priorities within the client and participant services portfolio, ensuring alignment with GH-CCMH’s strategic plan and annual objectives.
- Support service delivery and maintain strong relationships with key partners including but not limited to SickKids Hospital, Thriving Minds, Toronto sector Core Service Providers, Toronto District School Board, City of Toronto, CAFCAN, Native Child and Services Toronto, East Toronto Health Partners, and others.
- Represent GH-CCMH on external committees, planning tables, collaborative initiatives and sector working groups as assigned.
- Identify and advance opportunities for service innovation, partnership development, integration and system improvement.
- Support the development of business cases, funding proposals, service expansion plans and sustainability strategies aligned with organizational priorities.
Financial Management and Philanthropic Stewardship
- Prepare, monitors and reports on departmental budget and in year variance. Oversee the planning, implementation, monitoring and evaluation of foundation-funded and donor-supported initiatives within the client and participant services portfolio.
- Develop, monitor and report on philanthropic and grant-funded budgets and multi-year spend plans in partnership with Finance and Foundation colleagues.
- Support the preparation of donor reports, impact summaries, presentations and other stewardship materials.
- Ensure funded initiatives achieve intended outcomes and comply with reporting requirements, funding agreements and organizational priorities.
People Leadership and Workforce Development
- Provides leadership and direction to Senior Clinical Managers and matrix leadership to Clinical Practice Leads,
- Support all direct reports in their roles, complete and monitor annual performance reviews, respond to all position vacancies, provide professional development and performance improvement/ management as appropriate,
- Ensures clear succession plan for all positions reporting to Clinical Director CPS
- Promote a culture of accountability, continuous improvement, collaboration, equity and staff well-being,
- Act as leadership sponsor to Anti-racism, Anti-oppression, Health Equity Advisory Group,
- Co-Chair Clinical Operations Team meetings,
- Participate/ chair project working groups as required related to delivery of clinical care and organizational priorities,
- Participate in on-call and Duty Manager rotation as required.
Other
- Complies with the organization’s vision, policies and procedures
- Adheres to agency code of conduct and code of ethics
- Works regularly at both CCMH’s 440 Jarvis and 1645 Sheppard locations as well as maintains regular visibility with various community sites
- Performs other tasks as assigned by management
QUALIFICATIONS
- Master’s degree in a regulated health profession (a combination of clinical experience and training with a Master of Health Administration or equivalent will be considered).
- Membership in a provincial regulatory college or eligibility for equivalence is preferred.
- Minimum of 7-10 years progressive leadership experience within the child and youth mental health, healthcare, community services, or a related sector, including experience leading interprofessional teams, managing complex service portfolios, and driving organizational and system-level initiatives.
- Experience overseeing operational, grant-funded and/or philanthropic budgets, including financial planning, forecasting, monitoring, reporting and accountability for funded initiatives.
- Strong relationship-building skills with community, health system, government, academic and philanthropic partners.
- Experience in core clinical competencies are an asset. These include but are not limited to,
- Trauma informed approaches to individual, group and family modalities of assessment and treatment in child and youth mental health,
- Structured psychotherapies and culturally adapted structured psychotherapies,
- Assessment and treatment of concurrent disorders/substance use problems,
- Milieu based approaches in children and youth.
- Knowledge of relevant legislation: Child Youth and Family Services Act, Mental Health Act, Personal Health Information Privacy Act, Capacity and Consent legislation.
- Commitment to incorporating cultural competence and awareness of the diversity of identity into all aspects of work.
- Competence and comfort with electronic information systems including electronic health records.
- Concentration and creativity required daily to prepare budgets, monitor expenditures, prepare service reports/clinical documents, chair meetings, etc.
WORKING CONDITIONS
- Has one designated work location (office), uses hoteling space in alternate location. Works at a variety of community locations from time to time.
- Exposure to constant interruptions/distractions, deadlines, multiple demands, stress, verbal abuse and work schedules affecting lifestyle.
- Some exposure to hazards wen dealing with traumatized clients, as well as staff.
