En collaboration avec le Directeur QHSE, le/la Responsable HSE définit et pilote la stratégie Santé, Sécurité et Environnement (HSE) pour garantir la conformité réglementaire, réduire les risques et renforcer la culture sécurité. II/Elle met en place une gouvernance HSE efficace, supervise les initiatives de prévention et d'amélioration continue, et coordonne les actions entre la direction, les équipes opérationnelles et les autorités externes. Il/Elle contribue à l'intégration des exigences HSE dans le système qualité global (AAR M-1003, ISO) afin d'assurer cohérence et conformité, Ce rôle inclut la supervision du Préventionniste SST, la gestion des audits et des plans d'action, ainsi que le suivi des indicateurs clés pour atteindre les objectifs stratégiques HSE

Principales responsabilités

Définir et mettre à jour le manuel HSE et les procédures HSE.
Mettre en place une gouvernance HSE structurée avec les membres SST, incluant la coordination des analyses de risques prioritaires sur les deux bâtiments et la responsabilisation progressive des équipes dans le traitement des non-conformités.
Élaborer, avec les équipes, un plan d'action HSE progressif, en priorisant les risques critiques et en assurant la mise à jour des programmes de prévention essentiels (SIMDUT, cadenassage, EPI, etc.).
Piloter les analyses de risques et plans de prévention.
Assurer la conformité CNESST, ISO 45001 et normes environnementales, et agir comme interlocuteur principal lors des inspections.
Gérer les audits internes et externes HSE et les plans d'action.
Piloter les initiatives environnementales (déchets, produits dangereux, VOC). Déployer les programmes de formation SST et culture sécurité.
Coordonner et animer le comité santé/sécurité, avec un suivi pragmatique des actions correctives.
Participer aux enquêtes d'incidents et supporter les équipes dans la documentation et prioriser les recommandations à fort impact.
Collaborer avec les RH pour la production de rapports statistiques HSE et l'analyse des tendances.
Superviser le Préventionniste SST et coordonner les actions terrain.
Définir, suivre et analyser les KPIs HSE (TRIR, taux d'accidents, incidents, conformité) pour orienter les décisions stratégiques.
Collaborer étroitement avec le Directeur Qualité HSE pour les enjeux critiques et les décisions stratégiques.

Compétences Et Qualifications Formation

BAC en Santé, Sécurité et Environnement (HSE), hygiène industrielle, génie industriel ou domaine connexe.
Expérience de 7 à 10 ans en gestion HSE dans un environnement industriel lourd (ferroviaire, manufacturier, pétrochimique).
Expérience confirmée en pilotage de projets HSE, audits réglementaires et animation de comités SST.
Maîtrise des outils d'analyse de risques (APR, HAZOP, arbre des causes, RCA). Expérience dans un environnement certifié AAR M-1003 (atout).

Certifications

Certification officielle Lead Auditor ou Implementer ISO 45001 / ISO 14001 (atout majeur).
SIMDUT, cadenassage, espaces confinés (atout).
Formation CNESST sur responsabilités légales (atout).
Certification en gestion de projets (PMP ou équivalent) - (atout).
Formation OSHA (10h ou 30h) - (atout).

Connaissances

Maitrise approfondie des systèmes de management ISO 45001 et ISO 14001 (requis). Connaissance des impacts AAR M-1003 sur la gouvernance HSE (atout).
Maîtrise des indicateurs HSE et reporting.
Anglais et français (oral et écrit) pour communication interne et externe Maîtrise de la suite MS Office avec une capacité à créer des outils de suivi, des rapports structurés et des tableaux de bord dynamiques.

Job Summary
In collaboration with the QHSE Director, the HSE Manager defines and drives the Health, Safety, and Environment (HSE) strategy to ensure regulatory compliance, reduce risks, and strengthen the safety culture. He/She implements effective HSE governance, oversees prevention and continuous improvement initiatives, and coordinates actions between management, operational teams, and external authorities. He/She contributes to integrating HSE requirements into the global quality system (AAR M-1003, ISO) to ensure consistency and compliance. This role includes supervising the OHS Prevention Officer, managing audits and action plans, as well as tracking key indicators to achieve strategic HSE objectives.

Key Responsibilities

Define and update the HSE manual and HSE procedures.
Implement a structured HSE governance with OHS members, including the coordination of priority risk assessments across both buildings and the progressive accountability of teams in handling non-conformities.
Develop, along with the teams, a progressive HSE action plan, prioritizing critical risks and ensuring the update of essential prevention programs (WHMIS, lockout/tagout, PPE, etc.).
Lead risk assessments and prevention plans.
Ensure compliance with CNESST, ISO 45001, and environmental standards, and act as the primary liaison during inspections.
Manage internal and external HSE audits as well as action plans.
Lead environmental initiatives (waste, hazardous products, VOCs). Deploy OHS training programs and safety culture.
Coordinate and lead the health and safety committee, with a pragmatic follow-up on corrective actions.
Participate in incident investigations and support teams in documenting and prioritizing high-impact recommendations.
Collaborate with HR to produce HSE statistical reports and trend analyses.
Supervise the OHS Prevention Officer and coordinate field actions.
Define, track, and analyze HSE KPIs (TRIR, accident rates, incidents, compliance) to guide strategic decisions.
Collaborate closely with the QHSE Director on critical issues and strategic decisions.

Skills and Qualifications / Education

Bachelor’s degree (BAC) in Health, Safety, and Environment (HSE), industrial hygiene, industrial engineering, or a related field.
7 to 10 years of experience in HSE management within a heavy industrial environment (railway, manufacturing, petrochemical).
Proven experience in leading HSE projects, regulatory audits, and facilitating safety meetings/committees.
