Position: Asset Management Coordinator

Department: Technical Services

Job Classification: Full-Time (Safety Sensitive)

Reports to: Director of Technical Services

Job Summary:

Lead the development and management of Onion Lake Cree Nation’s Asset Management Program, creating systems to inventory, track, assess, maintain, and plan for Nation-owned assets. Build and maintain GIS databases and mapping systems using ESRI products, conduct field verification of infrastructure and assets, and ensure records accurately reflect site conditions. Support Technical Services, Public Works, Finance, and other departments with accurate asset data for maintenance planning, lifecycle management, capital planning, budgeting, funding applications, risk management, and long-term infrastructure investment. Promote a proactive, data-driven approach to asset stewardship and infrastructure renewal.

Responsibilities:

 Develop and implement the Nation’s Asset Management Program.

 Create and maintain asset inventories for infrastructure, facilities, equipment, and other assets.

 Conduct field inspections to verify asset location, condition, attributes, and supporting documentation.

 Collect and manage GPS/GIS field data and update asset records accordingly.

 Validate existing asset information, identifying missing, duplicate, inaccurate, or outdated records.

 Develop and maintain GIS databases, maps, dashboards, and spatial datasets using ESRI tools.

 Establish standardized asset and GIS data collection, validation, and maintenance procedures.

 Coordinate condition assessments and document risk, criticality, service life, and replacement needs.

 Develop Asset Management Plans for roads, buildings, water/wastewater systems, drainage, parks,

recreation facilities, fleet, and other assets.

 Develop lifecycle, preventative maintenance, rehabilitation, and replacement strategies.

 Support capital planning and budgeting using asset condition, risk, lifecycle, and community priorities.

 Maintain asset information in collaboration with Technical Services, Public Works, Finance, and other

departments.

 Organize drawings, reports, warranties, manuals, photographs, and maintenance records.

 Prepare maps, dashboards, reports, and asset summaries to support decision-making.

 Assist with funding applications, infrastructure reporting, and capital planning.

 Ensure new, upgraded, transferred, or decommissioned assets are properly recorded.

 Liaise with consultants, engineers, contractors, government agencies, and other stakeholders.

 Provide staff training on asset management, GIS, and data collection processes.

 Perform other related duties as assigned.

Qualifications:

 Degree or diploma in Asset Management, GIS, Geomatics, Civil Engineering, Engineering Technology,

Infrastructure Management, Geography, Planning, or a related field.

 Minimum 4 years of relevant experience; 4-7 years preferred in asset management, GIS, infrastructure

management, or related fields.

 Government or public-sector experience required, preferably with municipal, First Nations, provincial,

or federal organizations.

 Proficiency with ESRI products, including ArcGIS Pro, ArcGIS Online, Field Maps, and Survey123.

 Experience in field data collection, asset verification, GPS/GIS mapping, and condition assessments.

 Experience developing GIS databases, asset inventories, and spatial datasets.

 Proven ability to develop, implement, or improve asset management programs.

 Knowledge of lifecycle planning, risk assessment, preventative maintenance, and capital planning.

 Experience with community infrastructure, including roads, water/wastewater systems, buildings, facilities, drainage, parks, fleet, and related assets.
