JOB DESCRIPTION

Job Title: Investigator
Team: Intake
Reports to: Team Lead, Intake

Job Status: 1 Permanent, Existing position vacancy

Job Level: 6

I. JOB PURPOSE
Carries out the intake of complaints and reports and conducts investigations of complaints and reports regarding professional misconduct, incompetence, and incapacity.

II. KEY RESPONSIBILITIES

Carries out the intake of complaints and reports by assessing and analyzing information for risk to the public in accordance with right-touch and risk-based principles; conducts early resolution processes
Conducts investigations regarding complaints and/or reports of professional misconduct and incompetence
Conducts health inquiries regarding the capacity of nurses to practice safely
Explains the College of Nurses of Ontario’s (CNO) professional conduct processes to members of the public, registrants, and system partners
Presents matters before the Inquiries, Complaints and Reports Committee (ICRC) for decision

III. REQUIRED QUALIFICATIONS

Education and Experience

Completion of a university degree in a regulated health field (e.g., BScN, MSW, MScPT, MScOT) or relevant discipline such as law or risk management
3–5 years of relevant work experience in investigations, risk management, professional regulation, dispute resolution, or health care

Job Competencies, Knowledge, Skills

Communication – Uses excellent communication skills to engage system partners and carry out intake, investigations, and health inquiries; ensures messages are clear, timely, confidential, and sensitive to difficult situations; adjusts approach when needed
Planning and Organizing – Applies strong case management skills to assess, prioritize, and balance competing demands; develops plans and implements processes to manage time effectively
Analytical and Critical Thinking – Applies knowledge of the Regulated Health Professions Act, 1991 and related legislation to assess allegations; gathers and analyzes witness statements and documentation; resolves inconsistencies and determines appropriate regulatory response
Attention to Detail – Reviews witness statements and documents for inconsistencies and key details; develops methods for organizing and tracking information
Problem Solving – Gathers, analyzes, and organizes relevant information; identifies main issues and applies knowledge of legislation and CNO policies to conduct thorough, neutral investigations; supports negotiations and presents matters to the ICRC for decision

Hiring Range:

$108,073.00 - $114,845.00

Full Salary Range:

$108,073.00 - $129,688.00
