Do you have strong critical thinking skills, sound professional judgment, and the ability to assess complex situations objectively and fairly? If so, the Continuing Care Home Branch is looking for you to join their team!
The Continuing Care Home Branch is seeking a Health Compliance Officer (HCO) to join the Continuing Care Homes Inspection Unit. This position plays a critical role in ensuring continuing care homes across Alberta comply with the Continuing Care Act (CCA), associated regulations, and the Continuing Care Health Service Standards (CCHSS).
Reporting to the Manager, Continuing Care Homes Compliance, the Health Compliance Officer will independently conduct inspections, investigations, complaint reviews, and compliance monitoring activities to assess adherence to the Continuing Care Act, associated regulations, and the Continuing Care Health Service Standards (CCHSS). Through evidence-based decision-making, collaborative stakeholder engagement, and consistent regulatory oversight, you will help ensure Albertans receive safe, high-quality care while supporting public confidence in Alberta's continuing care system. This position requires extensive travel throughout Alberta, including urban, rural, and remote communities.
The job responsibilities include:
Compliance Monitoring and Inspection
- Conduct inspections, investigations, and complaint reviews to assess compliance with the Continuing Care Act, regulations, and service standards.
- Identify risks, evaluate provider practices, and recommend corrective or enforcement actions to support resident safety and quality care.
- Monitor and follow up on Duty to Notify reports and other significant incidents.
Clinical Expertise and Regulatory Guidance
- Apply clinical expertise and professional judgment to evaluate care and service delivery.
- Provide regulatory interpretation and guidance to service providers and stakeholders.
- Contribute to policy development, quality improvement initiatives, and enhancements to compliance monitoring practices.
Stakeholder Engagement and Collaboration
- Build and maintain effective relationships with operators, residents, families, healthcare professionals, and government partners.
- Communicate inspection findings and collaborate with providers to address non-compliance and support continuous improvement.
- Promote consistent application of legislative and regulatory requirements across the continuing care sector.
Documentation and Reporting
- Prepare clear, accurate, and evidence-based inspection and investigation reports.
- Maintain comprehensive records of compliance activities, enforcement actions, and stakeholder interactions.
- Identify emerging trends and provide recommendations to support regulatory oversight and decision-making.
Continuous Improvement
- Stay current on legislation, industry trends, and best practices in continuing care regulation.
- Support the enhancement of inspection processes, regulatory tools, and compliance resources.
- Contribute to training, mentoring, and knowledge-sharing initiatives for staff and service providers.

Minimum Recruitment Standards
Degree related to nursing, social work, gerontology, health sciences, public health, health administration, or a related field and four (4) years of related experience. Must be a regulated member of the appropriate college if required by the Health Professions Act.
Equivalency: Diploma related to the position assignment and six (6) years of related experience. Master’s degree related to the position assignment and three (3) years of related experience.
The following experience is required:
- Experience conducting inspections, investigations, complaint resolution, compliance reviews, or regulatory oversight activities.
- Experience with health compliance and audit.
- Knowledge of Alberta's healthcare delivery system, continuing care sector, and principles of administrative fairness, procedural fairness, and natural justice.
- A valid Class 5 Driver's License and the ability to travel throughout Alberta as required.
The following experience is considered as assets:
- Experience in continuing care, home and community care, case management, or a related healthcare environment.
- Clinical healthcare experience and experience in compliance monitoring, inspections, investigations, quality assurance, or regulatory oversight.
- Experience developing and delivering training, education, or workshops.
- Certification in Infection Prevention and Control (IPC), the Foundations of Administrative Justice Program, or a National Certified Investigator and Inspector designation (or equivalent).

Hours of work are 08:15 AM to 04:30 PM, Monday to Friday. This is a full-time permanent position, working 36.25 hours per week.
Location: ATB Place North, 10025 Jasper Avenue, Edmonton, Alberta, T5J 1S6.
Travel:
- This position is approximately 80% travel with approximately 50% of that being overnight travel. Ability to travel through out the province is required.
- Occasionally, travel may be required on short notice through out the province.
- Valid class 5 drivers license and a reliable vehicle is required.
- Occasional evening and weekend work may be required.
Final candidates will be required to provide a drivers abstract.
Final candidates may be required to undergo a criminal records check (CRC).
