SIYAC Position Overview:

The Surrey Indigenous Youth Advisory Council (SIYAC) Coordinator is responsible for leading, coordinating, and supporting youth-driven initiatives that uplift Indigenous youth voices in Surrey. This role oversees the implementation of grant-funded projects, supports youth leadership development, strengthens civic engagement pathways, and fosters meaningful collaboration between Indigenous and migrant youth communities.

The Coordinator will work closely with internal FRAFCA teams, community partners, funders, and youth participants to ensure deliverables are met in alignment with project goals, timelines, and reporting requirements. This position centers Indigenous ways of knowing, decolonizing approaches, and youth empowerment.

Program Objectives:

The Surrey Indigenous Youth Advisory Council (SIYAC) aims to:

Strengthen Indigenous youth leadership, governance, and civic engagement capacity
Foster culturally grounded spaces that support belonging, identity, and self-determination
Build collaborative relationships between Indigenous and migrant youth communities
Develop tools, resources, and strategies that uplift Indigenous youth voices locally and provincially
Increase Indigenous youth representation at municipal, provincial, and national tables
Create sustainable pathways for mentorship, board governance participation, and community advocacy

Job Duties & Responsibilities:

Execution of the grant project in partnership with DIVERSEcity; In Solidarity- A Migrant and Indigenous Youth Leadership.
Inter-Cultural Dialogue Session (* x3 sessions):

Demonstrate the need and desire for decolonizing capacity building, leadership development, cultural connection and networking opportunities amongst migrant and Indigenous youth participants. These sessions will be delivered by FRAFCA Transform(n)ations team and include the recruitment of x6 Indigenous youth as identified by FRAFCA, and the x6 members of the DIVERSEcity Youth Advisory Council. DIVERSEcity will support coordination of each of these sessions as required, and EdMeCo Leadership team will be invited to actively participate in session as a contributor, and mentorship role.

Decolonized Leadership Module/Toolkit development (*x8 sessions):

Providing migrant and Indigenous youth an opportunity to further develop their self-determination, skills and knowledge through the development and participation in a decolonized leadership course and mentorship, which will enable youth to make connections within their community for further employment, or civic opportunities. These sessions will be co-delivered by FRAFCA Transform(n)ations team, and DIVERSEcity, and will include recruitment of x6 Indigenous youth as identified by FRAFCA, and the x6 members of the DIVERSEcity Youth Advisory Council that will collaborate, and co-develop this toolkit.

Collaboratively work with DIVERSEcity in delivering In Solidarity services as stated in the project outline.
Provide timely communication on any challenges or risks that may affect the delivery of the project.
Support the coordination, and facilitation of the migrant and Indigenous Inter-Cultural Dialogues scoping sessions and support the development of the Decolonized Leadership Module/Toolkit the migrant and Indigenous youth participants co-develop as stated in the project outline.
Execution of the Surrey Indigenous Youth Advisory Council Level Grant through Vancouver Foundation.
Recruit and form an involved youth advisory council
Build a workplan and timeline of the below tasks of what is attainable within the duration of the project.
Development of a FRAFCA Youth Rep Handbook
Development of SIYAC Civic Engagement Strategy
SIYAC will be trained in Board Governance, Civic Engagement and Evaluation
Mentorship Hours for Youth Rep that is voted in
SIYAC meetings every three weeks for 2021-2022 that will foster a sense of belonging for SIYAC members
Indigenous and Refugee Youth Dialogue Report will be completed
SIYAC will engage community at cultural events to share information and recruit new members
SIYAC will prepare presentation on Indigenous issues in Surrey for partners including SFU Surrey Campus, Kwantlen Polytechnic University, the Surrey Urban Indigenous Leadership Committee and the Surrey Board of Trade, and the local, land based First Nations
Survey for all partnership organizations and committees that SIYAC members are a part of
Internal dialogue facilitated by SIYAC members that have taken the Indigenous Art of Hosting Training
Develop a healthy relationship with FRAFCA Board through newly appointed Youth Rep.
Youth Rep will sit on FRAFCA Board and will represent FRAFCA and SIYAC on Provincial and National tables
The issues that Indigenous youth face in Surrey will be uplifted to municipal, provincial and national levels of government.
