Kennedy House (KH) is a not-for-profit organization with a long-standing dedication to providing exceptional personalized care for youth in the Greater Toronto Area for over 50 years. KH started with an initial family-like group home in 1971 and currently operates several residential and community-based programs, for marginalized and at-risk youth, including:
- One residential home for young people in care;
- Three homes for youth and young adults living with developmental disabilities;
- A Day Treatment school program for youth struggling in the typical school setting;
- Kennedy House Youth Centre, a secure custody facility for male youth experiencing conflict with the law;
- Bailiff services to safely and securely transport youth experiencing conflict with the law;

POSITION SUMMARY
The Senior Manager of Residential Clinical Services manages the clinical and social work activities as well as having oversight of the 3 licensed residential programs, within the Agency. The principle tasks are to direct program development and clinical supervision. The individual also provides, oversees, and/or administers a wide range of evaluation/assessment, diagnostic, counselling therapy, crisis intervention, and/or case management services in high-intensity environments. They will work with clients by identifying their psychosocial, mental and emotional needs along with providing, developing, and/or aiding in the delivery of services to meet those needs.
The Senior Manager of Residential Clinical Services is required to maintain a high degree of independent decision-making and program administration. This position is a member of the Senior Management team and participates in the planning of Agency services.
The annual salary for this role is $78k

KEY RESPONSIBILITIES
- Monitor and review the effectiveness of all client-related services.
- Identify issues and needs of programs and/or clients and ensure that appropriate solutions are implemented.
- Perform supervision of direct report employees in a timely and effective manner.
- Through effective communication practices, act as a resource to direct reports.
- Ensures that all Agency policies and procedures are followed and that the standards of the C.Y.F.S.A. and QAM are met. Ensure all administrative functions and tasks are completed in accordance with agency policies and Ministry standards.
- Oversee and coordinate internal reviews as a result of serious occurrence investigations and ensure compliance.
- Monitor and track all Serious Occurrences as related to residential services to provide information and support, as necessary, to the appropriate parties in Serious Occurrence Investigations.
- As a member of the senior management team, work collaboratively to develop, write and implement policies and procedures. Incorporate and utilize new policies and procedures in daily activities.
- Oversee and ensure the development and implementation of a Care Plan and/or Individual Support Plan for each client which identifies psychosocial needs and issues of the clients, the goals to be accomplished and the appropriate social work intervention strategies to be implemented.
- Ensure the needs of clients in care are being met in accordance with the Plan of Care Individual Support Plan. Maintains direct contact with Program Supervisors in order to ensure continuity and clarity of goals.
- Attend Case Management meetings when needed. Reviews Plans of Care/Individual Support Plans and ensures the implementation of the necessary strategies and services to meet the youth’s/individual’s needs.
- Ensures that support and education to Supervisors is provided, in order to assist in their understanding of the clients’ needs and issues.
- Ensures that clinical interventions occur, in order to address events that occur during the youth’s/individual’s stay.
- Conduct assessment of client needs as well as the monitoring of pre and post tests for clinical groups and discharge questionnaires to ensure quality of programming.
- Ensures that individual counseling and facilitation of group counseling in the areas of self-esteem, anger management, impulse control, victim awareness, social skills training, substance abuse prevention and crisis intervention services occurs where needed in varying programs
- Ensures that all residential programs adhere to the clients’ “Rights & Responsibilities” as it pertains to residential care.
- Oversee and ensure that the Kennedy House Day Treatment program adheres to Kennedy House’s standard of service delivery and according to our contractual agreement with TDSB.
- Work with Executive Director to plan and problem-solve program service delivery issues.
- Monitor and ensure all case management and administrative functions, including records and reports are completed in accordance with agency policies and procedures and Ministry and legislative standards regulations and expectations.
- Monitor and ensure all residential programs abide by and are prepared for yearly licensing and/or QAM inspections and expectations
- Consult with ministry personnel when necessary regarding program needs, expectations, inspections, licensing, reviews, financial requests, etc.
- Seek out and provide training opportunities to program supervisors and staff, that will enhance their work experience and provide them with skill development in the areas of working with Kennedy House clients
- Review program planning, policy development, priority setting regarding client care operations, and the functions/role of the Social Worker.
- Participate and/or coordinate meetings, program development initiatives, etc. as needed.
- Maintain effective, professional working relationships with partnering agencies, placement agencies, MCCSS personnel and other professional organizations.
- Keep abreast of current community resources and determine how these resources may be beneficial to the youth, their family, and the family’s involvement in the treatment process.
- Contribute to the development of individual and/or system-wide surveys to assess the program/agency needs.
- Performs and/or monitors all client referrals to the residential programs.
- Responds to service complaints in a proactive manner and in accordance with the Agency’s client complaint procedure.
- To maintain program support through a shared responsibility of 24 hour on-call duties for all Kennedy House programs, on a rotational basis.
- Under the Occupational Health and Safety Act, every manager has specific duties including: telling staff about potential hazards and dangers in their workplace and responding to their concerns; showing workers how to work safely and making sure they follow the law, workplace health and safety policies and procedures; do everything reasonable to protect workers from being hurt or getting a work related illness
- To work a flexible schedule, predetermined by the Executive Director, in accordance with program requirements.
- Assume general operating authority in the absence of the agency Executive Director, as assigned.
- To complete other related professional duties as assigned.
QUALIFICATIONS
- University Degree and/or College Diploma in Social Services or related discipline
- Five to seven years of experience in clinical supervision or any equivalent combination of education and experience which provides the skills knowledge and ability necessary to perform the tasks
- Knowledge and experience in MCCSS licensing compliance.
- Experience developing clinical programs for clients
- Current certification in CPR and First Aid are mandatory
- Current certification in Crisis Prevention Intervention (CPI) and Understanding and Managing Aggressive Behaviour (UMAB) is mandatory
- Valid Class G Driver’s License
- Clear Police Check and Broad Record Check (BRC) must be maintained
- Broad awareness of other cultures, values, identities and perspectives with a demonstrated ability and interest in working with and for diverse populations
- Experience in a government not-for-profit agency preferred.

WORK CONDITIONS
- Majority of work performed in an office environment with occasional time spent at residential homes or other Kennedy House programs as required
- Assume 2nd on-call responsibilities on a rotational basis.
- Will be required to travel to different program locations within the east GTA
- Manual dexterity required to use desktop computer and peripherals.
