PRIMARY PURPOSE
Manages the strategic corporate accounting and revenue accounting functions for TransLink. Includes resolving complex technical accounting and tax issues as well as oversight of the accounts receivable, accounts payable, monthly and year-end closing and consolidated audited financial statements preparation processes to meet TransLink’s statutory obligations.
KEY ACCOUNTABILITIES
Supports the Director in the development of presentations, reports and other strategic financial information for executives and Finance and Audit Committee of the Board, and for input to critical reporting and planning activities. Also assists in identifying emerging issues and risks.
Manages the resolution of complex technical accounting and taxation issues to ensure the organization meets its reporting obligations. Acts as a primary contact to resolve complex accounting issues including aligning the Enterprise accounting teams and the external auditor.
Manages new accounting standards including completing the technical evaluation and providing senior level advice to accounting services and affected stakeholders on treatment of the new accounting standards and changes in procedures.
Oversees the TransLink entity accounting function, including general accounting, accounts payable, accounts receivable, chart of account maintenance, tax returns, commodity tax filings, consolidation of financial accounts along with the related reconciliations and analysis, and interim and year-end audit processes to meet TransLink’s statutory obligations.
Approves changes to the common chart of accounts including account codes, cost centers and cost structure hierarchies required to produce reporting.
Identifies and mitigates risk so that the necessary financial controls are implemented while balancing efficient processes for alignment of areas of accountability to ensure compliance with policies, legislation, and accepted standards, principles and practices.
Oversees the accounting and administration of revenue for TransLink including the financial settlement process with the transit fare collection vendor, deferred revenue for the various products and payment mechanisms and real estate billings for the various portfolios (retail, leases, wireless, investment property and commercial revenues) including revenue recognition, contract review and recommendations on collection and tax.
Ensures the Director is alerted to critical issues as they emerge Also, oversees the development, implementation and administration of legislated revenue such as the parking sales tax.
Develops, recommends and implements approved policies for reporting areas.
Oversees execution of monthly and annual financial reports (both for TransLink and Consolidated Reporting) and TransLink entity account analysis. Reviews variances and account analysis and alerts Director of any critical issues as they emerge.
Prepares the audited consolidated financial statements including notes. Manages the external audit contract and auditor findings on behalf of the Enterprise.
Manages engagements for other critical reporting areas including actuarial services for the employee future benefits valuation, external audit procedures related to the transit fare collection services, and oversees the preparation of the consolidated Financial Information Act reporting for TransLink and its operating entities.
Manages and prepares the departmental budget.
Prioritizes the system improvements including reporting and supports change management by managing and/or participating in the development and implementation of initiatives in reporting areas.
Builds and maintains relationships within finance teams and other stakeholders within the enterprise to discuss and resolve enterprise-wide accounting and reporting issues. Provides financial expertise and guidance to internal user departments and subsidiaries, including interpretation and advice on impacts of policy and regulation changes.
Liaises with external stakeholders and partners, including service contract providers, vendors/suppliers, municipalities, provincial government agencies, financial institutions, lawyers, consultants, external auditors and government tax auditors.
Manages reporting staff, including selection, training, development, coaching, managing performance, and all other people management practices.
