Verity Construction is seeking an experienced Civil Operations Manager to lead the day-to-day operations and financial performance of our Civil Division.
This is a senior operational leadership position responsible for managing civil crews, equipment, trucking, scheduling, productivity, job costs and overall division profitability.
We are looking for someone who understands that successful civil construction is about more than getting equipment and crews to site. The right person will know how to plan work, maximize production, control costs, keep equipment and people productive, and ensure the Civil Division operates profitably.
The Role
The Civil Operations Manager will oversee the deployment and performance of our civil workforce and equipment across multiple projects throughout the Westshore, Greater Victoria and surrounding areas.
Our civil operations include underground utilities, site servicing, subdivisions, excavation, roadworks, trucking and material placement.
The position is responsible for coordinating and dispatching:
- Excavators
- Dump trucks
- Slinger trucks
- Civil foremen
- Equipment operators
- Pipelayers
- Underground utility crews
- Labourers
- Other civil equipment and resources
The Civil Operations Manager will work closely with Project Managers, Site Superintendents, Civil Foremen and senior management to ensure our projects are properly staffed, efficiently executed and financially successful.
Key Responsibilities: Operations and Dispatch
- Plan and coordinate daily and weekly deployment of civil crews and equipment.
- Know where each crew and major piece of equipment is working and ensure resources are being used efficiently.
- Coordinate excavators, dump trucks, slinger trucks, operators and underground pipe crews across multiple projects.
- Review upcoming work and anticipate labour, equipment, trucking and material requirements.
- Adjust resources quickly as project priorities and site conditions change.
- Minimize equipment downtime, unnecessary moves and inefficient use of labour.
- Coordinate equipment rentals, outside trucking and subcontractors when required.
- Work with field leadership to remove obstacles that are affecting production.
Financial Performance and Cost Control
- Take ownership of the operational and financial performance of the Civil Division.
- Monitor project budgets, labour costs, equipment costs, trucking, materials and production rates.
- Review actual job costs against estimates and budgets.
- Identify cost overruns early and implement corrective action.
- Track crew productivity and production quantities.
- Monitor equipment utilization and operating efficiency.
- Control overtime and unnecessary operating costs.
- Ensure additional and changed work is identified, documented and communicated.
- Work with estimating and project management to improve future production rates and costing.
- Maintain a strong focus on division gross margin and profitability.
The successful candidate should be able to look at a project and understand not only what work is being completed, but whether the crew is achieving the production required to make the job successful.
Crew and Equipment Management
- Provide leadership and direction to Civil Foremen and field crews.
- Ensure the right people and equipment are assigned to each project.
- Participate in hiring and workforce planning for the Civil Division.
- Identify training and development needs within the civil team.
- Monitor employee performance and address performance concerns.
- Promote accountability, productivity and teamwork.
- Help develop strong foremen capable of independently managing crews and production.
- Coordinate preventative maintenance and equipment availability with our equipment and maintenance personnel.
Planning and Coordination
- Participate in regular project and operations planning meetings.
- Review civil schedules and upcoming work with Project Managers and Superintendents.
- Identify resource conflicts before they affect project schedules.
- Assist with sequencing civil work across multiple active projects.
- Provide input into project estimating, equipment requirements and construction methodology.
- Help determine when work should be self-performed versus subcontracted.
- Provide input into equipment purchases, replacements and fleet requirements.
Safety and Quality
- Support a strong safety culture throughout the Civil Division.
- Ensure crews follow company policies, safe work procedures and regulatory requirements.
- Promote high-quality workmanship and reduce rework.
- Work with field leadership to ensure civil work is completed correctly the first time.
What We Are Looking For
We are looking for an experienced civil construction professional who understands both field operations and the business side of construction.
The ideal candidate will have:
- 10+ years of civil construction experience.
- Significant experience managing multiple civil crews and projects.
- Strong knowledge of underground utilities including storm, sanitary and water systems.
- Experience with subdivision servicing, excavation and road construction.
- Strong understanding of excavator and heavy equipment production.
- Experience coordinating trucking and material movement.
- Experience managing civil foremen, operators, pipelayers and labour crews.
- Strong understanding of job costing and construction budgets.
- Ability to read civil drawings and understand project specifications.
- Strong planning, scheduling and organizational skills.
- Ability to identify productivity problems and take corrective action.
- Good communication and leadership skills.
- A practical, hands-on understanding of civil construction.
Experience with civil estimating, production tracking or project management would be considered a strong asset.
