Reporting to the W-WW Training and Certification Program Manager, the W-WW Training Advisor is responsible for the design, development, delivery and coordination of technical and operational training programs that support Provincial certification requirements, workforce competency and operational readiness. Education
- Post-secondary degree or diploma in Adult Education, Learning and Development, Organizational Development, Human Resources or a related discipline
- An equivalent combination of education, experience and qualifications may be considered.
Knowledge
- 3-5 years of experience in learning and development, training coordination or workforce development.
- Knowledge of the Ministry of Environment, Conservation and Parks (MECP) Water and Wastewater Operator Certification and Licensing requirements.
- Strong understanding of adult learning principles, instructional design methodologies and competency-based training practices.
- A Certified Training & Development Professional (CTDP or CTP) designation is preferred.
Responsibilities
Designs, develops and delivers technical and operational training programs and learning materials to support workforce competency and MECP certification requirements. (45% of time)
- Designs and develops technical training content, learning modules, job aids and instructional materials using adult learning principles.
- Facilitates classroom, field-based and blended learning sessions for water and wastewater operational staff.
- Works with operational subject matter experts to translate technical procedures into effective learning materials.
- Develops and maintains training resources, lesson plans and instructional guides aligned with operational requirements.
- Adapts training delivery methods to meet diverse learner needs and operational environments.
- Evaluates training sessions through participant feedback and operational input to improve delivery and content effectiveness.
- Supports the development and delivery of onboarding and orientation training for new operational staff.
- Maintains awareness of instructional best practices and incorporates new learning methods and tools into training delivery.
Conducts training needs analysis and supports competency development activities in collaboration with operational leaders and the Training Program Manager. (25% of time)
- Conducts training needs assessments in collaboration with supervisors and operational staff to identify skill and competency gaps.
- Assists in mapping operational tasks to training requirements and competency expectations.
- Supports the development of competency-based learning approaches aligned with MECP certification requirements.
- Identifies opportunities to improve training effectiveness based on operational feedback and performance trends.
- Contributes to the development of learning pathways and progression supports for operational staff.
- Provides input into training priorities based on operational requirements and identified learning gaps.
- Supports evaluation of training effectiveness through data collection and learner feedback analysis.
Coordinates training delivery, scheduling and external learning resources to support divisional training programs. (20% of time)
- Coordinates training schedules, course logistics, participant registrations and training calendars.
- Liaises with external training providers to schedule and deliver required certification and technical training.
- Supports procurement and coordination of training materials, facilities and instructional resources.
- Maintains accurate training participation and certification records in support of compliance requirements.
- Monitors certification renewal timelines and communicates requirements to operational staff and supervisors.
- Supports administration of training systems, databases and learning management tools.
- Prepares training status and certification compliance reports for operational use and management review.
Provides facilitation support, technical training guidance and learning expertise to support operational readiness and compliance. (10% of time)
- Facilitates technical and operational training sessions as required to support divisional learning needs.
- Provides guidance to staff regarding training requirements, certification pathways and continuing education requirements.
- Supports employees and supervisors with interpretation of training requirements related to MECP certification.
- Participates in training-related working groups and operational meetings as a learning and development resource.
- Supports audit and inspection activities by providing training documentation and records as required.
- Assists in developing internal capacity for training delivery (e.g., train-the-trainer support).
Maintains training records, documentation and administrative systems to support compliance and reporting requirements. (10% of time)
- Maintains accurate and up-to-date training and certification records for divisional staff.
- Supports documentation of training activities in accordance with internal policies and compliance requirements.
- Assists with tracking training expenditures and supporting budget-related administrative processes.
- Ensures training materials and records are stored, organized and maintained in accordance with divisional standards.
- Identifies opportunities to improve training administration processes and record-keeping efficiency.
Perform other related duties and responsibilities as assigned or required.
Special Requirements
- Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
- In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
