OVERVIEW:
Reporting to the Executive Director, the Director of Human Resources will provide strategic leadership and operational oversight for all human resources functions across the organization, while ensuring compliance with applicable Canadian federal and provincial employment legislation. This role is responsible for developing and implementing HR strategies that align with organizational objectives and culture while supporting organizational growth through employee relations, diversity, equity and inclusion. This role acts as a trusted advisor to the Board and senior leadership on people related matters.
KEY RESPONSIBILITIES:
- Provides strategic advice to senior leadership on workforce planning, succession planning, and change management.
- Establish HR policies, procedures and best practices.
- Act as a trusted advisor regarding HR policies, regulations and interpretation.
- Work with leadership to complete scheduled review and revision of Human Resource Policy.
- Develop recruitment and retention strategies to attract qualified candidates.
- Oversee recruitment, onboarding and orientation programs.
- Support succession planning and leadership development initiatives.
- Foster a respectful, inclusive and collaborative workplace culture.
- Advise senior staff on employee relations matters, performance issues, workplace investigations and conflict resolution.
- Support senior staff in coaching, employee development and performance improvement planning.
- Promote employee engagement and recognition initiatives.
- Promote continuous learning throughout the organization.
- Ensure compliance with applicable employment standards, human rights, labour relations, occupational health and safety, privacy.
- Lead and mentor the Human Resources team.
- Manage HR budget.
- Oversee human Resource Information Systems (HRIS) employee records and reporting.
- Track, monitor and produce monthly reports regarding staff attendance, overtime and leave sheets.
- Work with the finance department to establish and maintain salary scales aligned with funding model.
- Travel to First Nations served by the organization to maintain working knowledge and contribute to relationship-based service model.
QUALIFICATIONS:
- Completion of post-secondary education with a focus in Human Resources Management or related field is required.
- Minimum of 5-7 years’ experience in senior management level with focus in Human Resources.
- Demonstrate knowledge and/or understanding of Indigenous perspectives, First Nations culture and traditional philosophies.
- Extensive knowledge and understanding of Manitoba labour laws and best practices.
- Experience with employee relations, including coaching, investigations and corrective actions.
- Skilled in conflict resolution, policy development, and HR process management.
- Strong organizational, leadership, and communication skills.
- Strong interpersonal skills and ability to work in a fast-paced environment with a high attention to detail.
- Strong knowledge of HR database systems.
- Ability to handle confidential information with discretion.
- Excellent oral and written communication skills.
- Ability to speak Anishinaabe is an asset.
- Strong proficiency in Microsoft Office, word processing (MS Word), Spreadsheets (Excel), E-mail (Outlook) and Internet.
- Knowledge of the Child and Family Services (CFS) sector and legislation an asset but not mandatory.
- Must have a valid class 5 driver’s license and access to a vehicle are a condition of employment.
- Must have clear Criminal Record (vulnerable Sector Check), Child and Adult Abuse Registry Check, and Prior contact Check.
