PURPOSE: Reporting to the Tenant Advisor, the purpose and responsibilities of the Tenant Coordinator is to provide a full range of housing and property management services and administrative support to facilitate the requirements of the department. These are full-time permanent positions that are required to work primarily in office with moderate local travel as required.
COMPENSATION AND BENEFITS: Cowichan Tribes offers an excellent benefit and pension plan available after successful completion of the probationary period. The position includes paid training and paid time off such as vacation, sick time and personal leave. Depending on experience, the position starts at $36.14 -$38.34 per hour ($65,778.22 - $69,776.51 annually).
RESPONSIBILITIES:
Provide Administrative Support to the Program
- Support staff in a variety of clerical duties such as copying, and filing
- Attend department staff meetings
- Manage files and update information on the database
- Prepare monthly reports for management
- Assist in the planning and implementation of housing department computer tracking and program systems, including AIS, TIFIS and/or others tracking systems
- Refer community members to internal and external resources when appropriate
- Participate in a variety of internal and external committees and working groups as directed by the Tenant Advisor
- Act as Tenant Advisor as directed, required and /or requested
- Assist with preparation of program budgets
- Assist with the preparation of annual housing reports and financial reports
- Assist with the preparation of Band Council Resolutions as may be required
- Identify areas for improvement and implement Best Practices as required
- Liaise with Maintenance Team
Provide Property Management Oversight to the Program
- Oversees the Pest Control program
- Oversees the housing waitlist
- Responsible for tenant correspondence
- Receive and respond to tenant and community complaints
- Respond and provide assistance to community members with housing concerns and/or requests, and make referrals as required
- Assist with communication to tenants for compliance
- Assist with rent and arrears collection
- Ensure annual tenant rental and repayment agreements are current
- Develop and implement rent and arrears collection strategies as required
- Meet with tenants and members to update and maintain current tenant and occupant records
- Coordinate with other internal departments and outside agencies or organizations to receive and process required documents
- Coordinate with SHD Maintenance staff and possibly conduct annual inspections of rental & CMHC houses, or more frequently as may be required
- Assess conditions of rental houses, including overcrowding, before move-in, and after move-out
- Refer and recommend any maintenance concerns to the maintenance supervisor & enter in the electronic tracking system
- Manage insurance related issues and documentation with Band and CMHC rentals
- Prepare and submit Canadian Housing & Mortgage Corporation (CMHC) RRAP applications for Social Housing & Band Rental units
- Track Group Mortgage information, including maturity dates and report to Asset team
- Update the Relocation Strategy – moving tenants who are over or under-housed
- Develop and implement policy and processes with management to improve program delivery
- Other related duties as required
EDUCATION AND EXPERIENCE: (please attach all required documents)
- Post secondary education in related field required
- Minimum 5 years’ property management or asset management experience
- A combination of education and equivalent experience may be considered
- Asset Management or Property Management training/certification preferred
- Understanding of house envelopes, maintenance scheduling, and preventative maintenance is preferred
- Experience working in a First Nations community is essential
- Criminal Record Check (CRC) required
- Valid Class 5 BC Driver’s License and reliable vehicle required
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of Indigenous Housing funding agents, such as Canadian Housing & Mortgage Corporation (CHMC) and Indigenous Services Canada (ISC)
- Knowledge and understanding of Cowichan Tribes culture, land, traditions and the Hul’q’umi’num’ language or a willingness to learn
- Knowledge of historical and current challenges facing Indigenous communities
- Knowledge of Cowichan Tribes, the organization, and the programs and services offered to community an asset
- Knowledge of internal databases, such as AIS and TIFIS is an asset
- Knowledge of cultural sensitivity and trauma-informed service delivery
- Well-developed written, oral, interpersonal and organizational skills
- Time management skills with the ability to multitask
- Proficiency in Microsoft Office applications
- Ability to maintain confidentiality and discretion in handling information
