We are currently seeking a Journeyman Power Line Technician to join our Calgary team, primarily supporting underground residential distribution and shallow-utility construction projects throughout the Calgary region.
Previous URD or shallow-utility experience is an asset, but it is not required. RAHCAR is prepared to provide training and mentorship to an experienced Journeyman PLT who is interested in developing expertise in this area of utility construction.

Position Summary
The Journeyman Power Line Technician will perform and support the construction, installation, maintenance, testing, and commissioning of underground electrical distribution and associated shallow-utility infrastructure.
The position works as part of a multidisciplinary construction crew that may include Power Line Technicians, Apprentices, Gas Fusers, Equipment Operators, Labourers, Foremen, and Subcontractors.
The successful candidate will bring strong electrical-distribution knowledge, sound judgement, a commitment to safety, and a willingness to learn the standards and installation practices associated with URD and residential subdivision construction.
Key Responsibilities
Underground Electrical Distribution
- Construct and install underground electrical distribution systems in new residential, commercial, and industrial developments.
- Install primary and secondary cable, conduits, transformers, switching equipment, vaults, service pedestals, street-lighting infrastructure, and associated electrical components.
- Perform cable pulling, terminations, splicing, grounding, bonding, phasing, testing, and equipment connections.
- Assist with system tie-ins, switching, energization, commissioning, and outage coordination as authorized.
- Verify installations meet applicable drawings, utility standards, specifications, and electrical requirements.
- Identify deficiencies and support the completion of corrective work.
Shallow-Utility Construction
- Work alongside multidisciplinary crews installing electrical, natural gas, communications, and street-lighting infrastructure.
- Coordinate electrical installations with common trench, road-crossing, service, and utility-separation requirements.
- Assist with conduit placement, vault and pedestal installation, transformer locations, service crossings, and related civil work.
- Protect existing underground infrastructure and follow all locate and safe-excavation requirements.
- Develop knowledge of complete shallow-utility construction through field training and mentorship.
Drawings and Technical Requirements
- Read and interpret electrical drawings, single-line diagrams, civil drawings, utility plans, specifications, locates, and construction work packages.
- Confirm electrical equipment, materials, alignments, and installation details before work proceeds.
- Communicate drawing conflicts, site conditions, deficiencies, and required field changes to the Foreman.
- Assist with documenting field changes and collecting accurate as-built information.
Safety and Compliance
- Maintain the highest standards of personal and crew safety.
- Participate actively in daily tailboard meetings, field-level hazard assessments, and job planning.
- Recognize, assess, and control hazards associated with electrical systems, excavation, equipment operation, lifting, and underground infrastructure.
- Follow all company, client, utility, and regulatory safety requirements.
- Report incidents, near misses, equipment damage, and hazardous conditions promptly.
- Maintain clean, organized, and professional worksites.
- Lead by example and support the development of apprentices and less-experienced crew members.
Teamwork and Project Execution
- Work collaboratively with Foremen, other Journeymen, Apprentices, Gas Fusers, Equipment Operators, Labourers, and Subcontractors.
- Support the safe and productive completion of daily construction objectives.
- Communicate clearly with crew members, supervisors, inspectors, and client representatives.
- Take ownership of workmanship, productivity, and the proper use of tools and equipment.
- Assist with material coordination, equipment setup, quality inspections, and project documentation.
- Contribute to a positive, accountable, and high-performing crew environment.
Required Qualifications
- Valid Alberta Journeyman Power Line Technician Certificate or recognized equivalent.
- Strong knowledge of electrical distribution construction, maintenance, and safe work practices.
- Experience working to the construction standards and practices of an Alberta utility organization or comparable electrical utility.
- Ability to read and accurately interpret electrical drawings, single-line diagrams, specifications, and construction work packages.
- Strong commitment to safety, quality, and professional workmanship.
- Excellent communication, teamwork, and problem-solving skills.
- Ability to work effectively with Foremen, Apprentices, Equipment Operators, Labourers, Subcontractors, and client representatives.
- Valid Class 5 Driver’s Licence with an acceptable driver’s abstract.
- Ability to perform physically demanding work, including lifting, pulling cable, climbing, bending, and working around excavations.
- Ability to work outdoors in changing weather conditions.
- Willingness to work overtime and travel when project requirements dictate.
Previous URD or shallow-utility construction experience is not required. Training will be provided to a qualified Journeyman PLT who demonstrates the right technical foundation, attitude, and willingness to learn.
Preferred Qualifications
- Experience with underground residential distribution or subdivision construction.
- Experience installing primary and secondary cable, transformers, switching equipment, street lighting, vaults, and service pedestals.
- Familiarity with ENMAX, ATCO Electric, or other Alberta utility construction standards.
- Experience working around communications and natural gas infrastructure.
- Class 1 or Class 3 Driver’s Licence with Air Brake Endorsement.
- Rubber Glove Certification.
- Cable splicing, termination, switching, or commissioning experience.
- Experience operating or working around utility construction equipment.
- Standard First Aid/CPR.
- Ground Disturbance Level II.
- CSTS 2020.
- Leadership, mentoring, or previous Lead Hand experience.
