Reporting to the Executive Director, HR Analytics & Planning, you will lead a specialized team responsible for workforce analytics, forecasting, performance measurement, and strategic decision support across one of Canada's largest and most complex healthcare environments.
As a trusted advisor to executives and senior leaders, you will transform workforce data into actionable insights that strengthen organizational performance, support workforce sustainability, and enable evidence-based decision-making. You will lead complex analytics initiatives, guide workforce forecasting and scenario planning, and provide strategic intelligence to help leaders address emerging workforce challenges and opportunities.

The Program Manager, People Analytics provides strategic & operational leadership for workforce analytics, forecasting, performance measurement & decision-support services. Leading a specialized team of analytics professionals, the role delivers workforce intelligence that helps leaders understand emerging challenges, identify risks and opportunities, evaluate options & make evidence-based decisions.
The team partners with senior & operational leaders, HR Business Partnerships, Provincial Health Agencies & other stakeholders to analyze workforce, operational & clinical data.
Through workforce planning, forecasting, scenario planning, performance measurement & organizational effectiveness initiatives, the Program Manager provides practical insights & recommendations that support strategic planning, performance improvement & sustainable workforce outcomes.
As a trusted advisor to executives & senior leaders, the Program Manager translates workforce intelligence into actionable recommendations that strengthen organizational performance & workforce sustainability.
The role is accountable for developing workforce performance frameworks, key performance indicators (KPIs), scorecards, dashboards & executive reporting that enable leaders to monitor performance, identify trends, and evaluate strategic initiatives.
As a member of the HR Analytics & Planning Leadership Team, the Program Manager advances organizational capability in data-driven decision-making and promotes innovative approaches to workforce intelligence, forecasting, performance measurement, and reporting.
The role also champions the responsible use of artificial intelligence and advanced analytics to enhance forecasting, generate actionable insights, strengthen decision support, and support organizational planning.

Required Qualifications:
Bachelor's degree in Business, Statistics, Computer Science, Economics, Data Analytics, Health Administration, Public Administration, or a related field. Minimum seven years of progressively responsible experience in workforce analytics, business intelligence, workforce planning, organizational effectiveness, data science, evaluation, performance measurement, or a related discipline within a complex organization. Demonstrated experience leading teams, projects, and analytics initiatives that support business planning and decision-making is required as is the proven ability to analyze complex information and translate findings into clear, actionable recommendations for leaders. Experience building strong partnerships and working effectively with senior leaders and diverse stakeholders is vital for this position as is excellent written, verbal, presentation, and consultation skills. Equivalent combinations of education and experience may be considered.
Additional Required Qualifications:
The successful candidate will demonstrate strategic thinking and the ability to connect workforce insights to organizational priorities, and strong analytical, problem-solving, and critical-thinking skills. In addition to an ability to synthesize complex workforce, operational, and business information into meaningful insights and compelling recommendations, the successful candidate possesses experience presenting analytical findings to executive audiences.
Along with strong relationship-building, consultation, and stakeholder engagement skills, the incumbent has an ability to lead change, influence decision-making, and foster a culture of innovation and continuous improvement. Experience coaching, mentoring, and developing analytics professionals is required as is the commitment to evidence-based decision-making, collaboration, and client service excellence. Curiosity and interest in emerging analytics, automation, and AI technologies is required. Ability to deal with highly complex or sensitive issues in a professional manner is required as is experience overseeing multiple concurrent projects and managing competing timelines.
Preferred Qualifications:
Master's degree in Business Administration, Health Administration, Statistics, Data Science, Economics, Public Administration, or Organizational Effectiveness. Workforce forecasting, scenario modelling, AI, machine learning, and modern analytics platforms (Power BI, Tableau, SQL, Python, Snowflake).
Pay: $45.23-$77.51 per hour
