Full job description

Shelter Manager

Location: Ladysmith, BC

Organization: Ladysmith Resources Centre Association (LRCA)

Department: Housing Services – Shelter

Reports To: Operations Manager

Position: Full-Time Contract until March 31,2026 with the possibility of extension.

Hours: 37.5 hours per week. Day shift with some rotating afternoon shifts to support full cycle

of staff.

The Ladysmith Resources Centre Association (LRCA) is the only multi-service social service

agency in Ladysmith, serving our community through housing, food security, family and youth

services, counselling, seniors' programs, victim services, and community development

initiatives. Our mission is to enrich the lives of people through programs and partnerships, and

we are committed to creating a safe, inclusive, and supportive community for all.

Position Summary

LRCA is seeking an experienced, compassionate, and dynamic Shelter Manager to lead the day to-day operations of our emergency shelter. This leadership position is responsible for ensuring

high-quality service delivery, supervising and supporting shelter staff, maintaining compliance

with organizational and funder requirements, and fostering a safe and welcoming environment

for residents.

As a member of LRCA's Management Team, the Shelter Manager contributes to organizational

planning, continuous improvement, and the ongoing development of housing and shelter

services.

Key Responsibilities

Leadership & Operations

Provide overall leadership and oversight of the shelter's daily operations.
Ensure policies, procedures, and best practices are implemented and maintained.
Foster a safe, clean, respectful, and supportive environment for residents and staff.
Ensure appropriate staffing levels and operational coverage.

Assist with shelter operations when required, including light housekeeping, laundry, and meal preparation.

Staff Leadership

Supervise, coach, and support shelter staff.

Lead recruitment, onboarding, orientation, and training.

Conduct performance reviews and provide ongoing feedback and coaching.

Address performance concerns and implement corrective action when necessary.

Approve schedules, timesheets, and payroll submissions.

Facilitate regular staff meetings and encourage a positive team culture.

Program Administration

Monitor program budgets and operational expenditures.

Maintain accurate documentation, reports, statistics, and program records.

Identify operational needs and recommend improvements.

Program Development & Quality Improvement

Participate in strategic planning and program development.

Support continuous improvement initiatives and implementation of new services.

Strengthen service delivery and operational effectiveness.

Compliance & Risk Management

Ensure compliance with BC Housing requirements, organizational policies, and applicable legislation.

Oversee workplace health and safety practices.

Provide leadership during incidents, emergencies, and crisis situations.

Client Services

Oversee resident intake and assessment processes.

Ensure residents receive appropriate support and referrals.

Promote consistency in the application of shelter policies and expectations.

Qualifications

Degree or diploma in Social Services, Human Services, or a related field, or an equivalent combination of education and experience.

Minimum of 3–5 years of progressive leadership or management experience, preferably within the non-profit, housing, or shelter sector.

Experience supervising staff and leading multidisciplinary teams.

Knowledge of trauma-informed, person-centred, and harm reduction approaches is considered an asset.

Experience with budgeting, reporting, and program oversight.
