Full job description

Position Summary

The Director of Human Resources is a senior leadership role responsible for the strategic and operational direction of all human resources functions within the organization. This includes labour relations, collective bargaining, employee relations and discipline, talent management, organizational development, and compliance with employment legislation.

As a key member of the leadership team, the Director provides expert advice to the CEO and Board on workforce strategy, labour risk, and organizational effectiveness, while fostering a positive, inclusive, and high-performing workplace culture.

Key Responsibilities

1. Strategic Leadership

Develop and implement a comprehensive human resources strategy aligned with organizational goals
Advise the CEO and Board on workforce planning, labour relations, and organizational risk
Monitor and report on key HR metrics (e.g., turnover, absenteeism, engagement) to inform decision-making
Lead organizational development initiatives, including succession planning and talent development

2. Labour Relations & Collective Bargaining

Serve as chief spokesperson or lead representative in collective bargaining
Establish and maintain effective working relationships with union representatives
Interpret and administer collective agreements, ensuring consistent application
Lead labour-management meetings and support positive union-management relations

3. Employee Relations & Discipline

Lead and oversee all employee relations matters, including conflict resolution, workplace investigations, and performance concerns
Manage progressive discipline processes in accordance with collective agreements, organizational policies, and employment legislation
Provide guidance and coaching to managers on performance management, attendance, and conduct issues
Represent the organization in grievance, mediation, arbitration, and termination proceedings
Ensure consistent, fair, and legally compliant documentation and practices

4. Talent Acquisition & Workforce Planning

Oversee recruitment, selection, and onboarding processes to attract and retain qualified staff
Develop workforce planning strategies to meet current and future organizational needs
Promote equitable, inclusive, and accessible hiring practices
Support employer branding and community partnerships to strengthen recruitment efforts

Key Responsibilities continued

5. Performance Management & Employee Development

Design and oversee performance management systems that support continuous feedback and accountability
Support leaders in managing employee performance, including development plans and corrective action
Identify training needs and coordinate employee development and learning opportunities
Promote employee engagement, retention, and career growth initiatives

6. Compensation, Benefits & HR Administration

Oversee administration of employee benefits, pension programs, and leave management
Ensure accurate tracking of attendance, vacation, sick time, and other entitlements in accordance with policies and collective agreements
Collaborate with Finance to ensure accurate reporting and reconciliation of HR-related data
Ensure HR records and systems are maintained in compliance with privacy and regulatory requirements

7. Health, Safety & Compliance

Ensure compliance with all applicable legislation, including the Employment Standards Act, Occupational Health and Safety Act, Human Rights Code, and AODA
Oversee workplace health and safety programs and support the Joint Health & Safety Committee
Lead or oversee workplace investigations related to harassment, discrimination, or workplace violence
Ensure timely reporting and management of workplace incidents, including WSIB claims

8. Policy Development & Governance

Develop, implement, and regularly review HR policies and procedures to ensure compliance and best practices
Support organizational governance by preparing HR-related reports and materials for the Board of Directors
Identify and mitigate organizational risk related to human resources and labour relations

9. Organizational Culture & Inclusion

Foster a respectful, inclusive, and collaborative workplace culture
Lead initiatives that support diversity, equity, and inclusion across the organization
Support employee engagement strategies, including surveys and action planning

10. Operational Oversight (if applicable)

Oversee designated administrative or operational functions as assigned (e.g., facilities, fleet, or scheduling), ensuring alignment with organizational needs
Supervise assigned staff and provide backup support to key operational roles, as required

Supervisory Responsibilities

Provides leadership, coaching, and supervision to assigned staff
May oversee administrative and operational roles as required

Qualifications

Education & Experience

Post-secondary degree in Human Resources, Labour Relations, Business Administration, or a related field
OR a minimum of 4 years of progressive HR experience, including senior-level leadership and labour relations
Demonstrated experience in a unionized environment, including collective bargaining and grievance management

Knowledge & Skills

In-depth knowledge of employment legislation and labour relations practices
Strong leadership, decision-making, and conflict resolution skills
Excellent communication and interpersonal abilities
Proven ability to manage multiple priorities in a fast-paced environment
High level of integrity, professionalism, and discretion

Additional Requirements

CHRP, CHRL, or CHRE designation is considered an asset
Valid driver’s license and reliable transportation
Satisfactory criminal record and vulnerable sector check

Working Conditions

Combination of office-based work and participation in meetings, including union and board-related activities
May require occasional evening or weekend work
Other duties may be assigned in alignment with the scope and level of the role
