Full job description

Greater Vancouver Community Services Society (GVCSS) is seeking an experienced Human Resources Manager to lead our HR function and provide trusted, practical HR leadership across the organization.

This newly created role is initially offered as a one-year contract, with potential for a longer-term opportunity as GVCSS continues to assess its future HR needs.

Reporting directly to the Chief Executive Officer, you will lead a small HR team of two and serve as a trusted advisor to the CEO, Directors, managers and supervisors. This is a broad, hands-on senior generalist role with significant responsibility for labour relations, employee relations, HR programs and services, policy and organizational support.

We are looking for an experienced HR professional who is comfortable both leading the function and remaining connected to the day-to-day work. Strong experience working in a unionized environment is essential.

WHAT YOU'LL DO

In this role, you will:

Lead and oversee the Human Resources function, ensuring HR practices and services support GVCSS's operational needs, priorities and values.
Advise the CEO, Directors, managers and supervisors on employee relations, performance management, organizational change and complex people matters.
Lead the interpretation and application of collective agreements and provide guidance on grievances, progressive discipline, displacement and other labour relations matters.
Build constructive relationships with union representatives and represent GVCSS in grievance resolution meetings and third-party proceedings, as appropriate.
Lead and support workplace investigations and complex employee relations matters.
Oversee HR programs and services including recruitment and onboarding, compensation and classification, performance management, training and development, occupational health and safety, HR systems and employee records.
Provide leadership and oversight for attendance and disability management, workplace accommodations, return-to-work processes and WorkSafeBC claims.
Collaborate with Finance on employee benefits and provide HR guidance and support to employees as appropriate.
Lead, coach and support a small HR team of two, establishing priorities and ensuring responsive and effective HR service delivery.
Develop and maintain HR policies, procedures and practices, ensuring compliance with legislation, collective agreements and organizational requirements.
Identify opportunities to strengthen HR systems, processes and the overall employee and leader experience.
Participate in leadership discussions and organizational initiatives, bringing an HR and people perspective to planning and decision-making.

WHAT YOU BRING

A bachelor's degree in Human Resources, Business Administration or a related discipline, or an equivalent combination of education, training and experience.
At least five years of progressively responsible HR experience, including experience at a senior generalist or HR management level.
Significant experience in a unionized environment, including collective agreement interpretation, grievance management and labour relations.
Broad HR generalist experience across employee relations, recruitment, performance management, disability management, policy development and HR operations.
Experience advising senior leaders and managers and leading or providing direction to HR staff.
Strong knowledge of employment and labour relations legislation and contemporary HR practices.
Sound judgement and the confidence to independently manage complex and sensitive HR and labour relations matters.
Strong leadership, coaching, investigation, problem-solving and conflict-resolution skills.
Excellent written and verbal communication skills.
The ability to balance strategic priorities with hands-on operational requirements in a complex and changing environment.
Experience in healthcare, community services, social services, non-profit or another complex multi-site environment is an asset.
CPHR designation is preferred.
