Supply Chain Management is currently seeking a Full-time Regular Senior Manager, Process, Performance and Governance.
Reporting to the Senior Director, Supply Chain Management, the Senior Manager, Process, Performance and Governance establishes a dedicated governance and process function within SCM, leading process standardization, compliance, and performance management. The role will implement governance frameworks, enhance systems and digitization, and enable consistent, audit-defensible procurement operations. This centralized function will improve service delivery, strengthen risk management, and support SCM modernization and alignment with institutional priorities.
The Senior Manager leads supply chain performance management and analytics, defining and monitoring key KPIs, stewarding data, and translating insights into decision support for leadership. The role is accountable for contract governance and lifecycle management, including standardizing contract usage, overseeing compliance, supporting issue escalation, and driving continuous improvement. Working closely with procurement teams, legal, finance, and business units, the Senior Manager embeds governance and controls, strengthens oversight, and supports the evolution toward a digitally enabled, performance driven supply chain function.
Summary of Key Responsibilities (job functions include but are not limited to):
Process and Performance:

Lead the design, documentation, implementation, and continuous improvement of standardized Supply Chain Management processes to ensure efficiency, consistency, and scalability across the institution.

Enable and optimize integrated procurement, contract management, and related enterprise systems by defining workflows, business requirements, and controls in collaboration with functional and technical stakeholders.

Support the development of procurement and supply chain team members by promoting process discipline, performance literacy, and data driven ways of working, including coaching on standard processes, tools, and performance expectations.

Develop, monitor, and report on Supply Chain Management performance metrics and KPIs, providing actionable insights to support operational effectiveness and leadership decision making.

Steward supply chain data and analytics, ensuring data integrity, consistency, and appropriate use in performance reporting and continuous improvement initiatives.

Design and maintain dashboards, reports, and performance summaries that promote transparency, accountability, and evidence based decision making.

Identify process inefficiencies, performance gaps, and improvement opportunities, and lead or support continuous improvement initiatives using structured, data driven approaches.

Provide advisory and analytical support to procurement teams and stakeholders to drive process adherence, performance improvement, and operational maturity.
Leadership & Stakeholder Engagement:

Provide leadership, direction, coaching, up to and including discipline and termination for a team of analysts and specialists.

Foster a high-performing and accountable culture.

Build and maintain strong relationships with academic, research, and administrative stakeholders to align strategies with business objectives.

Act as a trusted advisor to senior leadership, providing insights on market trends, strategies, and risks.

Influence and challenge stakeholders to adopt strategic approaches and optimize demand and specifications.
Governance (Including Contract Management):

Establish and maintain supply chain governance frameworks, including defined roles, responsibilities, approval pathways, controls, and escalation mechanisms.

Support and enable effective contract lifecycle management by standardizing contract usage, workflows, and approval processes from award through administration, renewal, and close out.

Monitor and support contract and process compliance with institutional policies, delegated authorities, and applicable public sector requirements.

Provide structured oversight and decision support related to governance, risk, and compliance issues, including escalation and resolution of systemic or recurring issues.

Collaborate with procurement, legal, finance, risk, and business units to ensure governance frameworks and controls are practical, aligned, and consistently applied.

Contribute to the ongoing evolution of a digitally enabled, performance driven, and well governed Supply Chain Management function.
Qualifications / Requirements:
Education:
- University or post secondary education in a relevant field such as Business, Operations Management, Supply Chain Management, Industrial Engineering, Information Systems, or a related discipline is required. A Master of Business Administration (MBA) or other relevant graduate degree is strongly preferred. A professional designation (e.g., SCMP, PMP, Lean Six Sigma) or post graduate education in business, analytics, or operations is considered an asset. An equivalent combination of education and directly related experience may be considered.
Experience:

Minimum of seven (7) to ten (10) years of progressive experience in supply chain management, procurement operations, process improvement, performance management, analytics, or a related function within a large, complex organization is required.

Experience developing, monitoring, and reporting on performance metrics, KPIs, and dashboards to support operational and leadership decision making is required.

Experience working with ERP, e procurement, contract management, or related enterprise systems is required.

Experience designing, documenting, standardizing, and improving end to end business or procurement processes is ideal.

Experience stewarding data, ensuring data quality, and translating data into actionable insights is ideal.

Demonstrated experience supporting governance, controls, and compliance through process design, reporting, and performance oversight is ideal.

Experience driving continuous improvement initiatives using structured methodologies (e.g., Lean, Six Sigma, process mapping) is considered an asset.

Experience working in a diverse and inclusive environment is required.

Experience interacting with stakeholders across an organization, from operational staff to senior leadership, is required.

Experience within a public sector or broader public sector adjacent environment (e.g., post secondary, healthcare, government) is considered an asset.
Skills:

Strong analytical, problem solving, and critical thinking skills with the ability to interpret data, identify trends, and recommend practical improvements; excellent written and verbal communication skills, including the ability to present performance insights clearly to diverse audiences; strong stakeholder engagement and collaboration skills; strong systems literacy with experience working in ERP and reporting environments.

Advanced Microsoft Office skills, particularly Excel and SharePoint.

Experience with data visualization or reporting tools considered an asset.
Demonstrated ability to work effectively within a team based, service oriented environment.
