Maplesoft Group is currently seeking an on-site Procurement Advisor for our client.

Position Summary:
The Temporary Procurement Advisor will independently manage departmental procurement activities and work in close collaboration with Central Procurement on higher-value procurements.
This role functions as a senior-level subject matter expert and requires deep expertise in Broader Public Sector (BPS) Procurement Directives, trade agreements, competitive procurement requirements, and compliance frameworks. The successful candidate must be highly experienced in navigating complex public-sector procurement environments and ensuring full regulatory compliance.

Key Responsibilities:
1. Departmental Procurement
- Independently manage end-to-end procurement processes for goods and services within defined threshold.
- Determine the appropriate procurement method in accordance with:
Ontario BPS Procurement Directive
Applicable trade agreements (CFTA, CETA, etc.)
Internal procurement policies
- Develop scopes of work, specifications, evaluation criteria, and documentation for competitive and non-competitive procurements.
- Conduct quotation processes and evaluations in accordance with BPS requirements.
- Collaborate with Accounts Payable team on purchase orders review and creation.
- Ensure procurement files are complete, properly maintained, defensible, and audit-ready.
- Verify fulfillment of contractual terms and conditions and obligations.
2. BPS Compliance, Rules, Exemptions & Risk Monitoring (Department-Level)
- Apply advanced knowledge of BPS procurement directives to ensure compliance of procurements within the assigned portfolio(s).
- Interpret procurement thresholds, exemption criteria, documentation standards, and competitive requirements.
- Ensure all non-competitive procurements and exemption requests are appropriately justified, documented, and approved in accordance with BPS Directive and Internal policy.
- Identify compliance risks and recommend mitigation strategies.
- Ensure transparency, fairness, and defensibility of procurement decisions.
- Maintain procurement records consistent with audit and accountability standards.
- Provide guidance to operations staff on BPS procurement requirements and obligations.
3. High-Value Procurement Coordination
- Support Central Procurement on open competitive processes.
- Prepare and consolidate departmental documentation, business requirements, and evaluation input.
- Ensure Finance Hub management is properly informed and fully aware of the progress and impact of the procurement on both operations and finance team.
- Facilitate communication between departmental stakeholders and Central Procurement.
4. Contract & Supplier Management
- Review contracts for lower-value procurements within delegated authority.
- Liaise with vendors and internal stakeholders to resolve issues.
- Analyze supplier and spending data to support strategic sourcing decisions.
- Recommend improvements to procurement processes within the department.
5. Advisory Support & Process Improvement
- Advise department(s) on BPS procurement processes.
- Advise managers on procurement planning and compliance requirements.
- Assist in preparing procurement documentation for audit reviews.
- Contribute to continuous improvement of departmental procurement practices.
- Support reporting and financial analysis related to procurement activity.

Required Qualifications:
- Minimum 5–7 years of progressive procurement experience within the Ontario Broader Public Sector (BPS) (e.g., university, hospital, municipality, government agency).
- Demonstrated, in-depth working knowledge of:
Ontario BPS Procurement Directive
Competitive procurement processes (RFQ, RFP, RFI)
- Proven experience independently managing competitive procurement processes.
- Strong experience drafting procurement documents and evaluation matrices with departments’ input.
- Experience supporting high-value open competitive procurements in collaboration with a central procurement office.
- Demonstrated ability to assess procurement risk and ensure regulatory compliance.
- Experience operating in a high-volume, deadline-driven public-sector environment.
Systems Knowledge/ Technical Skills:
- Experience with electronic bidding and eProcurement platforms.
- Advanced proficiency in Microsoft Excel (data analysis, pivot tables, reporting).
- Strong contract and procurement documents drafting skills using Microsoft Word.
- Solid understanding of:
Public-sector contract principles
Procurement documentation standards for audit defensibility

Preferred Qualifications:
- Professional procurement designation (SCMP, CPPB, CPSM or equivalent).
- Experience in a university or similar institution.

Compensation:
Salary Range: $40.00 – $45.00 per hour
