This position works in the Water – Operations, Maintenance and Construction organizational unit. This is supervisory work involving the installation, maintenance and servicing of all municipal water systems in accordance with established standards and design specifications. A Foreperson 2 – Waterworks exercises a considerable degree of judgement, initiative and independent action subject to the general supervision of a Foreperson 3 - Waterworks who gives written and oral instructions and checks work during progress and upon completion. The incumbent assigns, schedules, inspects and may participate in the work of truck drivers, equipment operators and utility operators engaged in installing and servicing 2” to 30” water lines; connecting newly installed water lines to existing mains; installing meters and detector check valves; installing, relocating, raising and repairing fire hydrants; installing fire lines to commercial and industrial facilities; thawing frozen lines, as required. Checks systems installed by contractors for workmanship and conformance with design specifications; measures precisely and identifies the locations of all contractor installed systems. Determines need for material and equipment required to complete projects according to specifications, size and nature of the project. Investigates public complaints and initiates remedial action; maintains effective public relations with the community. Ensures the safety of work crews and the public by advising and enforcing observance of accident prevention methods and precautions. Responds to off-shift emergency calls when on stand-by status for seven days at six week intervals. Performs related work as required.

Qualifications include completion of Grade 12 supplemented by related technical courses plus sound related experience in a supervisory capacity; or an equivalent combination of training and experience. Considerable knowledge of the methods, practices, materials, tools and equipment used; hazards and safety precautions related to work. Ability to plan, assign, supervise and review the work of crews; to direct operations involving excavating and backfilling trench’s and joining and caulking pipelines; to direct the operation of heavy equipment including trucks, loaders, tamping machines, gradalls, backhoe diggers, cranes, pumps and compressors; to read blueprints, sketches, plans and diagrams and to prepare and maintain a variety of records related to the work. Skill in the use and care of a variety of tools and equipment used in the work. EOCP – Water Distribution Level II Certificate and a valid Driver’s License for the Province of British Columbia are required.

Schedule: 80 hours bi-weekly; Monday to Friday from 7:00 AM – 3:30 PM (Shifts range Monday to Friday from 6:30 AM – 5:00 PM).

Special Notes: Subject to Note ‘F’ of Schedule ‘B’ of the CUPE 23 Foreperson’s Division Collective Agreement; subject to the LOU dated January 15, 2021; and subject to the MOU dated April 28, 2021.
