Position Summary
The Manager, Data & Analytics is responsible for supporting the data, analytics, reporting, evaluation, and information management functions. Reporting to the senior leader responsible for planning, community impact, analytics, and organizational performance (or designate), the Manager leads a team of technical professionals responsible for maintaining data systems, delivering performance reporting, supporting evaluation activities, and generating system-level intelligence to support decision-making.
The Manager is responsible for ensuring the day-to-day effectiveness, compliance, and reliability of data operations while also translating information into actionable insights that support organizational strategy, community planning, forecasting, investment recommendations, and continuous improvement. The successful candidate will be capable of supporting operational leadership, maintaining compliance with privacy and information management requirements, strengthening reporting and performance measurement functions, and supporting the organization and community understand trends, future demand, opportunities and emerging risks in the sector.
Duties & Responsibilities
Data Stewardship and Governance
- Provide support and oversight for organizational data systems, ensuring the integrity, security, accessibility, and quality of data assets.
- Maintain data governance frameworks, policies, standards, and procedures that support consistent and responsible data management.
- Ensure compliance with privacy legislation, information-sharing agreements, and organizational policies related to data collection, storage, access, and use.
- Oversee data quality assurance processes and promote a culture of accountability, stewardship, and evidence-informed decision-making.
Performance Measurement and Reporting
- Support the development and implementation of performance measurement frameworks that support accountability, program management, compliance, and organizational learning.
- Ensure the timely delivery of accurate reporting, dashboards, scorecards, and key performance indicators for leadership, funders, governance bodies, and community stakeholders.
- Monitor organizational and system performance trends, identifying opportunities, risks, and areas requiring management attention.
- Translate complex analytical findings into clear, actionable insights and recommendations that support operational and strategic decision-making.
- Strengthen organizational reporting capabilities by promoting consistent reporting standards, methodologies, and practices.
Evaluation and Learning
- Support evaluation activities that strengthen organizational learning and continuous improvement.
- Collaborate with internal teams and external partners to design and implement evaluation frameworks, methodologies, and outcome measurement approaches.
- Analyze program and system performance to understand what works, for whom, and under what conditions.
- Support the development of evidence-based recommendations that improve service delivery, program effectiveness, and community outcomes.
- Foster a culture of learning, curiosity, accountability, and continuous improvement across the organization.
System Planning and Community Intelligence
- Identify emerging trends before they become operational challenges.
- Analyze trends, emerging issues, service demand, and system performance indicators to identify opportunities, pressures, risks, and gaps.
- Support forecasting and scenario planning related to homelessness, housing, and supportive housing demand that informs future investments, resource allocation, and organizational priorities.
- Assist the organization and community understand trends, future demand, emerging risks, and opportunities.
- Integrate information from multiple sources, including program, demographic, economic, housing, and system-level data, to provide a comprehensive understanding of community needs.
- Assist with building confidence in community data and strengthen the sector's ability to make evidence-informed decisions.
Innovation and Continuous Improvement
- Leverage technology, automation, artificial intelligence, and advanced analytics tools to increase organizational effectiveness and efficiency.
- Support the adoption of emerging technologies, automation, artificial intelligence, and business intelligence solutions that improve efficiency and decision-making.
- Promote innovation and continuous improvement by encouraging new approaches to data management, analysis, reporting, and knowledge sharing.
Leadership and Stakeholder Engagement
- Provide coaching, mentorship, and performance management for the Data & Analytics team.
- Establish priorities, work plans, and performance expectations aligned with organizational objectives.
- Assist with building strong relationships with government partners, funded agencies, Indigenous organizations, researchers, academic institutions, vendors, and community stakeholders.
Education & Experience
- A bachelor’s degree or diploma in Data Science, Statistics, Information Management, Computer Science, or a related field.
- Graduate degree in a related field is considered an asset.
- Minimum five years of progressively responsible experience in data analytics, reporting, business intelligence, evaluation, information management, or a related discipline.
- Demonstrated experience leading teams, projects, or initiatives involving data governance, reporting, analytics, evaluation, or information systems.
- Experience managing complex reporting environments and supporting organizational accountability requirements.
- Experience working collaboratively with multiple stakeholders and balancing competing priorities.
- Experience supporting organizational planning and performance improvement through data and analytics.
- Knowledge in the housing, homelessness, human services, health, public sector, or non-profit sector is considered an asset.
- An equivalent combination of education and experience may be considered.
Knowledge Skills & Abilities
- Strong understanding of data governance, data stewardship, information management, data quality, and privacy practices.
- Knowledge of applicable privacy legislation, information-sharing protocols, and compliance requirements.
- Experience with business intelligence and reporting platforms such as Tableau, Power BI, Business Objects, or similar technologies.
- Strong understanding of relational databases, SQL, ETL processes, data integration, and data architecture principles.
- Experience using analytical and programming tools such as SQL, Python, R, SPSS, STATA, or similar technologies.
- Knowledge of evaluation methodologies, performance measurement frameworks, outcomes reporting, and applied research techniques.
- Ability to analyze complex information, identify trends, assess risks, and generate meaningful insights.
- Ability to communicate complex technical concepts clearly to non-technical audiences.
- Excellent relationship-building, collaboration, and stakeholder engagement skills.
- Sound judgment, initiative, adaptability, and the ability to work effectively in a dynamic environment.
