Duties
The Regulatory Compliance Officer, Enforcement Investigation delivers the Canada Energy Regulator’s (CER) regulatory enforcement investigation program in support of the safe operation of CER regulated facilities. As the CER’s subject matter expert in enforcement investigations, the incumbent leads and conducts complex investigations and provides technical expertise that supports the effectiveness and consistency of the enforcement function.
The Regulatory Compliance Officer contributes to the development, implementation, and continuous improvement of the CER’s enforcement investigation policies, procedures, and tools. This role also builds and maintains strong working relationships with internal stakeholders as well as external regulatory and law enforcement partners.
The incumbent is expected to mentor and coach less experienced enforcement investigators and investigators in training, contributing to capacity building and investigative excellence within the CER. Regular, comprehensive updates are provided to the Director, Audit, Enforcement and Investigation (AEI) on investigative progress, risks, and outcomes.
The Regulatory Compliance Officer is also expected to learn and maintain the incident review process and is responsible for processing Confidential Disclosure (CD) files, including coordinating and supporting CD assessments.
The role is anticipated to work toward designation as an Inspection Officer under the Canadian Energy Regulator Act. Once designated, the incumbent will conduct and participate in compliance verification activities on an as needed basis to support enforcement and compliance objectives.
The Regulatory Compliance Officer, Enforcement Investigation reports to the Director, Audit, Enforcement and Investigation (AEI) and works closely with the Technical Lead, Enforcement; enforcement investigators and specialists; auditors; inspection officers; Legal Services; and compliance program staff.

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
- Annual performance pay which includes elements of individual performance and corporate performance.
- Annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in a single annual payment

Education:
Graduation from a recognized university with a graduate or an undergraduate degree, certificate or diploma in a field related to regulatory law enforcement, criminology, criminal justice, natural or environmental sciences, or any other discipline relevant to the position.

Experience:
E1 Extensive experience* leading and conducting regulatory or criminal investigations, including gathering and analyzing evidence, interviewing witnesses, and identifying/verifying non-compliances.
E2 Experience in preparing and presenting investigation reports, technical analysis and providing advice both in writing and verbally to different levels of leadership, including senior audiences.
E3 Experience in interpreting regulatory policy and ing Acts and Regulations
- Extensive experience is defined by a depth and breadth of the experience normally associated with having performed a broad range of activities related to this task in approximately five (5) years.

Asset Qualifications
AQ1 Experience working with Confidential Disclosure or Whistleblower files
