This role is an in‑office position based at our 20 Bay Street location as well as the Eglinton and Finch Maintenance facilities. Our Rapid Transit Office is seeking a Director, LRT Operations & Maintenance to manage the operations and maintenance contracts for a portfolio of light rail projects being delivered through a Public Private Partnership (P3) delivery method. The Director will be responsible for oversight of Operator and Maintainer contract services throughout the project lifecycle and accountable to ensure compliance, safety and meeting the delivery needs of the Operating and Maintenance period.
What will I be doing?
Responsible for leading a team in the successful delivery of rapid transit contracts within the Greater Toronto region.
Representing the owner as the daily focal point of contact liaising with key stakeholder groups and transit agencies in the delivery of rapid transit operations and maintenance activities within the Greater Toronto Region.
Manage operational issues and risks, facilitates effective dispute resolution, and develops effective communications with internal and external stakeholders.
Performance Management, monitoring key performance indicators (KPIs) such as on time performance, customer satisfaction and in coordination with stakeholders implementing strategies to improve performance.
Providing leadership and direction in relation to safety management and investigations coordinating with stakeholders to ensure timely and effective mitigations where necessary.
Prepare and monitor the strategic goals and objectives, including, document control, resource prioritization, and staffing requirements.
Ensure compliance with all external regulatory agencies and partners, provides oversight to all audit activities in areas of responsibility, and ensures regular risk reviews and solid contingency plans are in place.
Strategic Planning, contributing to the development of departmental strategic plans.
Budget Management, assisting senior leaders in the development of fiscal budgets, cost control objectives and adherence to annual budget forecasts.
Promotes the creation of and implementation of Lessons Learned across the portfolio of projects thereby promoting a continuous improvement culture.
Ensures timely and accurate compliance with Metrolinx Human Resources policies and programs (i.e., performance management cycle, employee engagement surveys.
Responsible for acting as the Owners representative and Chair for the Committees obligated within Operations and Maintenance contracts such as rules and training committee, operations and maintenance working groups.
Effective management of communications with stakeholders including municipalities, and authorities having jurisdiction (AHJs).
Provide creative thought leadership with input from others to develop and deploy a vision, which aligns with strategic corporate goals.
Acting as a member of an “On Call” roster as and when required in support of the business objectives.
What Skills and Qualifications Do I Need?
Completion of a relevant business degree (such as transportation, engineering) or a related discipline – or a combination of education, training, and experience deemed equivalent.
Demonstrated progressive experience in transportation operations and maintenance, including experience managing large, complex, multi-year transit projects.
Proven leadership and management skills, excellent communicator, and interpersonal skills with demonstrable problem-solving abilities.
Knowledge and demonstrable experience in the delivery of P3 contracts deemed an asset.
Project management and coordination skills to provide senior leadership and oversight to staff within budget and schedule restraints whilst monitoring contract performance.
Leadership skills and ability to manage a diverse group of delivery specialists and consultants.
Knowledge of Human Resources legislation (e.g., Employment Standards Act, Occupational Health & Safety Act, etc.), to monitor and manage employees and contractors.
Expertise in leading change and ensuring effective risk management analysis, status reporting and issues management processes are in place.
Demonstrated ability to build and maintain strategic relationships.
