Full job description

JOB SUMMARY

Under the direction of Neskonlith Chief and Council, the Band Manager is responsible for the coordinated leadership and day-to-day management of Band administration and community programs and services. The Band Manager ensures that operations run smoothly, community members receive timely response and support, and programs are delivered effectively, while ensuring alignment with the direction, decisions, and priorities of Chief and Council. The Band Manager acts as the primary point of contact for community matters and provides oversight, coordination, and administrative leadership to Band programs, services, finances, and staff within a Council-led governance framework.

Please Note: Only applicants with previous First Nations Band Management experience will be considered.

RESPONSIBILITIES AND ACCOUNTABILITIES

Strategic and Operational Planning

· Support the implementation of Council direction, strategic vision, and priorities through coordinated operations and administration.

· Lead the coordination and development of comprehensive plans such as strategic plan, comprehensive community plan, land use and economic development plan, among others.

· Collaborate with Director of Tmicw to ensure that the community is meeting its requirements.

· Ensure programs, services, and administrative activities are aligned to Chief & Council decisions and policy direction.

· Provide oversight to ensure efficient daily operations, strong communication, and accountability across departments.

· Ensure applicable legislation, policies, and procedures are followed and assist Chief & Council in policy development where needed.

· Support risk awareness and provide recommendations to Chief & Council for consideration.

Primary Community Point of Contact

· Serve as the first point of contact for community members with general questions, concerns, or service needs.

· Manage and respond to day-to-day community issues at the Band administration level, resolving matters where appropriate and escalating to Chief & Council when required.

· Promote open, respectful, and culturally grounded communication between the community, administration, and Council.

Economic Development & Financial Management

· Plan, Develop and implement a robust economic development plan which creates economic independence in order to protect resources and to create financial security and employment, through economic ventures.

· Manage all financial operations of the Nation including budgeting, accounts payable, accounts receivable, end-period reporting, purchasing, and payroll.

· Provide leadership and advice to Chief and Council in the management of financial affairs of Neskonlith First Nation and its entities.

· Maintain up-to-date knowledge of all budget and funding requirements, applicable government financial legislation and policies, as well as all Band financial policies and procedures.

· Establish and ensure internal financial controls are in place.

· Ensure reporting to funding programs is completed and fulfils requirements.

· Ensure program funds are expended appropriately.

Program and Service Delivery

· Provide administrative leadership and coordination for Directors and program areas to ensure effective service delivery.

· Support Directors in fulfilling their responsibilities and maintaining accountability to program outcomes.

· Ensure Directors maintain appropriate procedures, documentation, and reporting standards.

· Collaborate with Directors to identify needs, monitor program performance, and support continuous service improvement.

Relationship Management

· Maintain an open, equitable and service-oriented relationship between the community and the Band administration.

· Ensure that Neskonlith First Nation members can share their views, concerns, and needs relative to new or continuous programs, services, and initiatives of the Nation.

· Act as a liaison between other government agencies and departments, private industry business and any other individuals, groups or agencies operating in the community.

Council Governance and Administration

· Attend all Band Council meetings including coordinating the preparation of agendas, meeting records, information and resources for meetings and Council members.

· Facilitate exchange of information between Council and Band Members and convey Council decisions to the public.

· Represent the Nation at local, regional, provincial, and national meetings as required.

· Ensure Directors continue to submit monthly reports directly to Council and support them in preparing quality reporting.

Human Resource Management

· Lead manage and supervise Managers and Directors and other direct reporting staff.

· Recruit, coach, mentor, and coordinate evaluation of staff.

· Promote and provide a positive working environment aligned with the culture and values of the Neskonlith First Nation.

· Possess a thorough understanding of the Band Human Resource Policies and ensure that all staff understand and abide by the Human Resource Policy Manual.

CLARIFICATION STATEMENT

This role is designed as a managerial leadership position responsible for overseeing administration and coordinating programs and services under the oversight and authority of Chief & Council. Directors remain responsible for managing their respective departments and will continue to provide monthly reports to Chief & Council. The Band Manager ensures alignment, operational coordination, and effective communication between administration, community, and leadership.

During your employment other duties and responsibilities may be assigned to you from time to time consistent with the position accountabilities and your qualifications and experience in response to business requirements.

REQUIREMENTS & COMPETENCIES

The successful candidate will bring a combination of leadership capability, administrative expertise, cultural awareness, and community-focused professionalism. Specifically, we are seeking someone who demonstrates:

· Strong leadership and team management skills, with experience supporting staff, fostering positive workplaces, and aligning work with organizational goals

· Ability to plan, analyze, problem-solve, and make sound, well-informed decisions aligned with Chief & Council direction and community priorities

· Knowledge of First Nations governance, administration, legislation, funding requirements, and community-based service delivery is required

· Financial awareness, including understanding of budgeting practices and public sector/GAAP standards

· Strong interpersonal, communication, and relationship-building skills, with the ability to engage respectfully with community members, staff, leadership, and partners

· Professional judgment, accountability, self-management, and the ability to manage workload and responsibilities effectively

· Cultural awareness, emotional intelligence, and a commitment to supporting a respectful, community-centered environment

· Bachelor’s Degree (or equivalent experience) in Business, Finance, Indigenous/Aboriginal Studies, Public Administration, or a related field

· Minimum 5 years of relevant leadership or management in a First Nations setting

· Relevant certifications such as CAFM, CAPA, PMP, or similar credentials are considered an asset
