Full job description

The Calgary Police Youth Foundation is a charitable organization dedicated to protecting our city's most at-risk youth from crime and victimization. Through our Programs and Community Initiatives, we focus on early intervention, crime prevention, risk reduction, and education. Each year, we support over 30,000 children, striving to enrich and improve every life we touch. The Calgary Police Youth Foundation (CPYF) is seeking an experienced, relationship-focused Program Manager to lead the implementation, operation, and growth of the Integrated School Support Program (ISSP) across Alberta.

Position Overview:

The successful candidate will work closely with school divisions, principals, police services, Alberta government representatives, mental health professionals, community agencies, and funders to ensure the program is delivered consistently, achieves measurable outcomes and continues to grow.

Reporting directly to the Executive Director, you will be responsible for translating strategy into operational excellence while ensuring every participating school receives exceptional support.

We are specifically seeking candidates who have experience managing government-funded programs, working with funding agreements, and building partnerships with senior stakeholders across education, government, police services and community organizations. Candidates without this experience are unlikely to be competitive for this position.

What You Will Do

As Program Manager, you will:

Program Leadership

Lead the implementation, operation, and continuous improvement of ISSP across Alberta.
Develop implementation plans and successfully onboard new schools.
Ensure consistent delivery of program standards across multiple locations.
Identify operational risks and develop practical solutions.
Monitor program outcomes and recommend improvements.

Government Grant & Contract Management

Manage a complex government-funded program with multiple funding, reporting, and accountability requirements.
Ensure compliance with grant agreements, service level agreements, and contractual obligations.
Coordinate reporting requirements, deliverables, and performance measures.
Work closely with the Financial Controller to monitor budgets, expenditures, and funding allocations.
Ensure public funds are managed responsibly and transparently.

Relationship Management

Build and maintain exceptional working relationships with:

School divisions
School principals and administrators
Alberta Government representatives
Police services
Mental Health Professionals
Community agencies
Funding partners
External service providers

You will be the primary operational contact for many of these partners and will be expected to build trust, resolve issues professionally and represent CPYF with credibility.

Leadership

Supervise and support the Program Coordinator.
Work collaboratively with the Program Evaluator and Financial Controller.
Coordinate multiple priorities while ensuring high-quality program delivery.
Develop policies, procedures, and operational documentation.
Support future program expansion opportunities.

What We Are Looking For

This position is best suited to someone who thrives in complex environments where relationship management, accountability and sound judgment are critical.

The successful candidate will have 3-5+ years of progressive leadership experience managing complex programs involving multiple organizations and funding partners.

You will bring:

Demonstrated experience managing significant government grants or publicly funded programs.
Experience working directly with government ministries, funders, or granting agencies.
Strong understanding of budgets, financial accountability, and funding compliance.
Experience negotiating and managing contracts, service agreements, or legal agreements.
Exceptional relationship-building skills with senior leaders from schools, government, police, and community organizations.
Experience leading cross-functional projects involving multiple stakeholders.
Strong operational planning and project management skills.
Outstanding written and verbal communication skills.
Excellent organizational and administrative abilities with exceptional attention to detail.
Proven experience supervising and developing staff.
Strong judgement, diplomacy, and problem-solving skills.
Confidence working independently while managing competing priorities.

Highly Desirable Experience

Preference will be given to candidates with experience in one or more of the following:

Government-funded programs
Education or school divisions
Child and youth services
Mental health programs
Police or public safety partnerships
Non-profit leadership
Provincial or municipal government
Multi-site program implementation

Education

A degree in public administration, education, business, social work, psychology, criminology, nonprofit management, or another related discipline is preferred. Equivalent combinations of education and extensive relevant experience will also be considered.
