Are you a skilled analytical thinker who wants to help protect Alberta consumers and support a fair, informed marketplace? The Consumer Investigations Unit (CIU) is looking for an Intelligence Analyst to provide specialized intelligence analysis that helps identify consumer threats, support enforcement priorities, and inform province-wide decision-making. This role offers the opportunity to contribute meaningful insight to complex, sensitive, and high-impact consumer protection work across Alberta.
The Consumer Investigations Unit (CIU) of Service Alberta & Red Tape Reduction administers the Consumer Protection Act (Act) and its related regulations, as well as other legislation designed to promote a fair marketplace by establishing a minimum standard of conduct in respect of the marketing and sale of goods and services in Alberta.
The Intelligence Analyst collects, analyzes, and communicates consumer-related intelligence from a range of sources, including informants, witnesses, databases, stakeholders, and open-source information. The role supports assessments, inspections, investigations, operational planning, and strategic decision-making by preparing intelligence products such as reports, charts, assessments, bulletins, and recommendations for internal and external stakeholders.
This position plays both a tactical and strategic role in assessing offensive marketplace conduct, identifying emerging consumer threats, supporting investigative priorities, and helping determine the effective allocation of CIU resources.
Your key responsibilities include:
- Conducting behavioural, spatial, temporal, trend, and pattern analysis to identify consumer-related risks, threats, and enforcement priorities.
- Accessing internal and external databases, open sources, and advanced analytical tools to gather and interpret consumer and criminal intelligence information.
- Developing strategic intelligence packages, association charts, timelines, event-flow products, threat assessments, operational assessments, and recommendations to support prevention, education, and enforcement action.
- Identifying intelligence gaps, investigative challenges, relationships between information sources, and opportunities to strengthen investigative strategies.
- Providing statistical summaries, explanations, guidance, and subject matter expertise to support management and operational decision-making.
- Liaising with internal CIU teams, CPAO stakeholders, external partners, and enforcement agencies to coordinate intelligence sharing and analytical support.
- Protecting the privacy of individuals by ensuring work is conducted in accordance with the Freedom of Information and Protection of Privacy Act.
- Participating in investigations on a limited and secondary basis, including gathering evidence, interviewing parties, examining records, preserving evidence, and supporting enforcement recommendations.
- Building effective relationships with law enforcement partners, government representatives, regulatory stakeholders, and other jurisdictions to support the Ministry’s mandate and enhance CIU operations.

A four-year bachelor’s degree in criminology. Plus 4 years progressively responsible related experience or equivalent as described below:
Equivalencies
Directly related education and experience may be considered on the basis of:
- 1 year of education for 1 year of experience or
- 1 year of experience for 1 year of education
The following will be considered assets:
- Working Knowledge of relevant software (I2, Microsoft Office) and supervisor communication skills
- Considerable knowledge of research, statistical and analytical practices, procedures, methods and techniques.
- Sound knowledge of the criminal justice system and related experience, preferably in a policing environment.
- Experience preparing and presenting comprehensive reports, assessments, summaries, and recommendations for varied audiences.
- Knowledge of regulated industries, including areas such as construction, home inspections, auctions, collections, payday loans, loan brokering, credit reporting, employment agencies, and energy marketing.
- Familiarity with enforcement partners and related agencies, including RECA, RCMP, Industry Canada, the U.S. Fair Trade Commission, postal authorities, and consumer protection associations.
- Understanding of natural justice, case law, common law, consumer protection legislation, and the changing marketplace.
- Demonstrated ability to negotiate, influence, resolve conflict, consult internally and externally, and support program or project development.

This position will require some travel.
One (1) full-time permanent position available.
This position reports 36.25 hours of work per week, Monday to Friday.
The location of this position is 301-7015- Macleod Trail South, Calgary or 13th Floor, Commerce Place, 10155-102 Street, Edmonton.
Final candidates will be required to undergo a criminal records check (CRC).
