Are you passionate about building safe, vibrant, and resilient neighbourhoods? The City of Edmonton is looking for a collaborative change-maker to join our Safe & Healthy Communities section as a Community Safety Liaison (CSL). In this role, you will work side-by-side with local residents, business groups, and enforcement agencies to proactively address chronic safety concerns and reduce the fear of crime and social disorder. You will help create inclusive environments where all Edmontonians feel a deep sense of belonging.

Operating within the Neighbourhood Empowerment Team (NET) partnership—alongside The Family Centre and the Edmonton Police Service—the Community Safety Liaison brings a human-centred, social development lens to community safety. Moving beyond traditional enforcement, you will focus on proactive and secondary prevention to mitigate risk factors contributing to real or perceived crime and victimization. CSLs gather and analyze empirical data, conduct needs assessments, and research evidence-based practices to design creative interventions. Your day-to-day work will be dynamic and flexible, requiring you to navigate complex human relationships and balance diverse perspectives across the city. Ultimately, you will champion projects that build local capacity and empower neighbourhoods to sustain long-term, positive change.

What Will You Do?

Plan, oversee, and document safety projects using structured project management frameworks, incorporating crime prevention theories and Crime Prevention Through Environmental Design (CPTED) principles
Gather and analyze data from multiple sources, perform jurisdictional scans, and follow strict data ethics guidelines to evaluate project efficacy
Share resources, data, and actionable information to empower community members to take proactive ownership of local safety strategies
Convene and facilitate collaborative meetings with internal business areas, enforcement partners, business representatives, and community groups to co-create solutions
Apply a GBA+ lens to navigate emotionally charged or highly sensitive community conversations, ensuring a diversity of perspectives is integrated and marginalized voices are amplified
Maintain thorough project documentation, contribute to corporate reports or leadership inquiries, and accurately manage daily administrative tasks within Google Workspace
Convene and facilitate collaborative meetings with community partners, business representatives, and internal City departments to co-create proactive safety interventions
Apply Crime Prevention Through Environmental Design (CPTED) principles and crime prevention theories to activate public spaces using art, beautification, and community events
Build capacity within neighborhoods by providing guidance, resources, and leadership training to support community ownership of safety initiatives
Navigate sensitive, emotionally charged, and politically complex conversations with impartiality, ensuring a diverse range of perspectives are heard
Adhere to strict parameters of confidentiality while accessing sensitive partner information, and maintain meticulous project documentation, reports, and Google Workspace applications
Other duties as assigned

Qualifications:

Bachelor’s degree in a human services field, such as Criminology, Human Ecology, Social Work, Sociology, or Political Science
Minimum of 5 years of experience in human services or community development
Proven experience in project management, including conducting needs assessments, community engagement, and strategy development/implementation

Assets:

A Master's degree in a related field
Understanding of social policies and government initiatives related to crime and violence prevention
Project Management skills and/or certification
Experience working effectively with a broad range of collaborative partners

Skills Required for Success:

Deep knowledge of community development principles, evidence-based community safety strategies, and local social agency resources
Excellent meeting facilitation, presentation, and public speaking skills, with the ability to build consensus among parties with opposing viewpoints
Strong political acumen and conflict resolution skills to navigate sensitive, highly scrutinized, and emotional subject matter impartially
Highly self-guided and motivated, with the ability to work independently with minimal day-to-day supervision
Proficiency with Google Workspace tools (Drive, Gmail, Docs, Sheets, Calendar)

Conditions of Employment:

Candidates are required to hold a valid Alberta Class 5 driver’s license (or provincial equivalent) or higher. Candidates will be required to arrange their own transportation and, where appropriate, will be reimbursed in accordance with City of Edmonton policy. This may require the candidate to obtain business-use auto insurance
Hire is dependent on an Enhanced Police Information Check satisfactory to the City of Edmonton and the Edmonton Police Service. The application will be arranged as part of the pre-employment process for successful candidates

Work Environment:

This position is eligible for a hybrid work arrangement with the flexibility to work from both home and various worksites (Edmonton Tower and other community based work location) as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
This position is subject to Variable Hours of Work and as such, the ability to work evenings and weekends may be required
Availability to attend events during the evenings and weekends may be required from time to time
This role works in both indoor and outdoor settings
This is a public-facing role and requires engagement and interaction with diverse people from various backgrounds with different needs, expectations and emotional states
