Position Overview
Stevens is seeking a highly capable and detail oriented Payroll Manager to lead the payroll function and ensure the accurate, timely, and compliant delivery of payroll across the organization. This role is responsible for overseeing full cycle payroll operations, strengthening payroll controls, supporting year end and audit requirements, and partnering closely with Human Resources, Finance, and other internal stakeholders.
The Payroll Manager will serve as the key subject matter expert on payroll legislation, payroll systems, remittances, employee pay matters, and process improvement. The ideal candidate brings strong technical payroll knowledge, leadership capability, sound judgment, and a continuous improvement mindset.
Key responsibilities:
Payroll Operations & Delivery
· Lead the end-to-end payroll function, ensuring accurate and timely processing of payroll for salaried and hourly employees
· Oversee regular payroll cycles and validate payroll data to ensure completeness, accuracy, and compliance
· Review payroll inputs including new hires, terminations, compensation changes, benefits deductions, statutory deductions, and other payroll related transactions
· Ensure payroll calendars, approvals, deadlines, and processing activities are effectively managed
· Act as the senior point of escalation for payroll issues, discrepancies, and complex employee inquiries
Compliance & Controls
· Ensure compliance with all relevant federal and provincial payroll legislation, CRA requirements, employment standards, and internal policies
· Oversee payroll remittances and deductions including CPP, EI, income tax, benefits, pension, RRSP, garnishments, and other required withholdings
· Maintain strong internal controls, reconciliations, and audit trails across the payroll process
· Conduct regular payroll audits and reviews to ensure data integrity, accuracy, and policy compliance
· Keep current on changes to payroll legislation and ensure processes are updated accordingly
Year End, Reporting & Audit Support
· Lead year end payroll activities, including preparation, validation, and issuance of T4s, T4As, RL-1s where applicable, and related filings
· Prepare payroll related reconciliations, reports, and analysis to support Finance, HR, and leadership requests
· Support month end and year end close requirements related to payroll
· Prepare audit schedules, workpapers, and supporting documentation for internal and external audit requests
· Provide labour and payroll reporting to support budgeting, forecasting, and management decision making
Leadership
· Provide leadership, coaching, and guidance within the payroll function
· Establish clear expectations, accountability, and service standards across payroll operations
· Promote a high standard of confidentiality, professionalism, responsiveness, and accuracy
· Support cross training and continuity planning within the payroll process
Stakeholder Partnership
· Partner closely with Human Resources to ensure employee changes, policies, benefits administration, and payroll processes are aligned
· Partner with Finance on payroll accounting, accruals, reconciliations, reporting, and control matters
· Serve as a trusted advisor to leaders and employees on payroll practices, policies, and issue resolution
· Work collaboratively with system providers and external partners where needed to ensure accurate processing and service delivery
Systems & Continuous Improvement
· Support payroll system optimization, upgrades, testing, and process enhancements
· Identify opportunities to improve payroll efficiency, controls, reporting, and employee experience
· Maintain and improve payroll procedures, documentation, and standard operating practices
· Help build a more scalable and reliable payroll function to support business growth and operational excellence
Knowledge and skill requirements:
· 7 to 10 years of progressive payroll experience, including leadership responsibility
· Bachelor’s degree in human resources, Finance, Business, or a related field preferred
· PCP or CPM designation, or equivalent payroll certification, strongly preferred
· Experience with payroll systems and HRIS platforms, including system enhancements or implementations, is an asset
· Strong knowledge of Canadian payroll legislation, CRA requirements, remittances, and year end reporting
· Proven experience managing full cycle payroll in a mid sized or large organization
· Strong understanding of payroll controls, reconciliations, compliance, and audit support
· Strong Excel and data analysis capability
· Excellent organizational skills, with the ability to manage multiple priorities and deadlines
· Strong communication and stakeholder management skills
· High degree of accuracy, discretion, and professional judgment
